- Description
- The Army Contracting Command - Aberdeen Proving Ground, CCAP-SCN, Natick Contracting Division, on behalf of the Joint Project Manager for Protection (JPM P), intends to award a firm fixed price contract on a sole source basis to Kiple Acquisition Science Technology Logistics & Engineering Inc. (KASTLE). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and NO SOLICITATION will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Should you decide to do so, supporting evidence must be furnished in sufficient detail to demonstrate your full ability to comply with the requirement. It is your responsibility to demonstrate your ability of providing the same service. The Government will not seek additional information from your company if you fail to provide sufficient evidence that you are capable of meeting the Government's needs. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. 1. Nature and description of the supplies or services required to meet the agency's needs: The Joint Project Manager for Protection (JPM P) requires Contractor assistance to test hazard mitigation, protection and detection technologies and equipment with live chemical agent in an outdoor environment. The JPM P will use this live agent test to assess Tactics, Techniques and Procedures (TTPs) as well as the overall effectiveness of current and proposed JPM P technologies. In order to determine the overall effectiveness of the processes and equipment, the demonstrations must be conducted on hardened materials in a large scale, realistic open air environment with live chemical warfare agent. It is anticipated that two test events will be conducted within the next 24 months. The initial test event will focus on standoff chemical detection systems. The follow on event will focus on Hazard Mitigation technologies. KASTLE has the ability to access the Czech Republic's open air test facility near Vyskov which is managed and operated by Vojenský výzkumný ústav, s.p. KASTLE has also proven the ability to obtain documentation and licensing necessary to conduct this testing with a foreign entity and import the data back to the US. 2.
