- PRD Requirements Special Notice: Personal Radiation Detectors (PRD) Synopsis: THIS IS A SPECIAL NOTICE ONLY. DNDO has a requirement to procure Personal Radiation Detectors (PRD) and subsequent service maintenance support on behalf of DHS components. PRDs are self-reading, alarming, pocket-sized, radiation detection instruments that are worn on the body by DHS users to detect the presence of nuclear and other radiological materials for reasons of security and to support personal protection.1 It is the government's intent to release a Request for Proposal (RFP) for one base year and four one year option periods. The associated North American Industry Classification Systems (NAICS) code for this requirement will be 334519. The government anticipates to solicit and award Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) using Contracting by Negotiation acquisition procedures, in accordance with FAR Part 15 and a trade-off process to determine best value. Two types of PRD variants will be considered: "general purpose" and "maritime." The maritime variant has specific "maritime-only" requirements. The solicitation will be posted in the 1st Quarter (1Q) FY17 on the Federal Business Opportunities (FBO) web site at https://www.fbo.gov. It is the responsibility of the contractor to routinely view the website for the solicitation and possible amendments. Please note the government is not seeking proposals from industry at this time. The draft PRD requirements are attached to this Special Notice. As part of the solicitation, DNDO will conduct performance and operational tests to evaluate devices' ability to meet the requirements. Some requirements will be evaluated solely based on data provided in responders' proposals (these requirements are indicated in the attachment). Responders to the solicitation should be prepared to address whether or not the proposed system meets the attached requirements and to what extent the proposed system meets each requirement, and provide supporting data to substantiate their claims. This Special Notice is issued solely for information and planning purposes; it does not constitute an RFP or a promise to issue an RFP or Broad Agency Announcement (BAA); it does not commit the DHS DNDO to contract for any supply or service. DNDO will not pay any cost incurred by responders to this Special Notice. Not responding to this Special Notice does not preclude participation in any future RFP or BAA. The information provided in this Special Notice is subject to change and is not binding with DNDO. All submissions become the property of DNDO, and will not be returned.
