This announcement constitutes the only solicitation; proposal are being requested and a written solicitation will not be issued. See Attached Combined Synopsis/Solicitation (FA2521-16-Q-A006-Update/ Modify Energy Management Control System (EMCS). Request for Quote (RFQ) FA2521-16-Q-A006 is a combined synopsis/solicitation for commercial services. This combined synopsis/solicitation is issued as a Request For Quote (RFQ) in accordance with FAR PART 13. FA2521-16-Q-A006 shall be used to reference any written quote provided under this RFQ. This is a set-aside for Total Small Business. The North American Industry Classification System (NAICS) code for this project is 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a Small Business Size Standard of $15M. 45 CES/CEOIH, Patrick Air Force Base (PAFB), FL requires a contract for the following services: Update/ Modify Energy Management Control System (EMCS) Automation and Controls Network (Lon Works) based system. This includes connectivity to particular controllers, logic controllers, and all input/output devices. In addition, the offeror is to supply, install and configure seven (7) new Building Level Network Controllers (BLNCs), one (1) new G-Router and reconfigure two (2) existing G-Routers and associated building controls hardware in facilities located at Patrick Air Force Base (PAFB) and Cape Canaveral Air Force Station (CCAFS). Site Visit: A site visit is scheduled for August 25, 2016. 9:30 A.M. EST Questions/Request for Information (RFIs): All Questions/RFIs regarding this solicitation must be in writing and sent by email correspondence. Due date for Questions/RFIs is August 29, 2016 by 1:00 P.M. Eastern Standard Time (EST). Distinguishing Characteristics: There are known salient features/attributes for this requirement. Salient Characteristics: Brand Name Justification and Approval (J&A) Building Level Network Controller (Schneider Electric brand name only) Contains Schneider Electric Part #s: SXWASPXXX10001, SmartStruxure Automation Server Premium SXBASW 110002, Terminal Base-AW-W1 term Base AW W1 SXWPS24VX10001, Power Supply-24V Power Supply 24VAC/VDC SXWTB PSW 11001, Terminal Base-PS-W1 Term Base PWR SUP W1 Schneider Electric factory trained certification will be required from contractor personnel before any work commences on the Energy Management Control System (EMCS) or at any level of the EMCS. Contractor shall have software licenses for Schneider Electric Workplace Tech Tool and Schneider Electric Workplace Pro Tool. Contractor shall be factory trained and authorized for approved software. Contractor shall be regional representative of Schneider Electric I/A Series. G-Controller (Adele brand name or equal). DELIVERY OF SERVICES ADDRESS : All services will be conducted at various buildings located at Patrick AFB and CCAFS, FL as depicted in the PWS. NOTE TO OFFERORS : In accordance with FAR 8.402(f), an ordering activity Contracting Officer may combine open market items with General Services Administration (GSA) items; therefore, if any item is applicable to (GSA) Contract Schedule please clearly label the item GSA or open market.
