Description
This is a Combined Synopsis/Solicitation Brand Name or Equal (COMPETITIVE) The National Institute of Neurological Disorders and Stroke (NINDS), Cerebral Microcirculation Section (CMS), has the requirement to procure the following brand name item: nVista HD 2.0 in Vivo Rodent brain imaging system, catalog #: NV-2000, and a Inscopix care, service package from: Small Business - Inscopix Inc., 2462 Embarcadero Way, Palo Alto, CA 94303, USA or EQUAL. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The combined synopsis/ solicitation number remains the same: HHS-NIH-NIDA-SSSA-2016-656 This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Simplified Procedures for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 20) 05-72, (January 2014) Simplified Procedures for a Commercial Item. The Government contemplates only one award of a Firm-Fixed Price contract. The Associated North America Industry Classification Code (NAICS) 334516 and the Business Size Standard is 500 employees. It has been determined there are no opportunities to acquire green products or services for this procurement. Background: The 'neurovascular coupling' entails a complex, highly redundant array of signaling mechanisms aimed at maintaining homeostasis of the brain parenchyma by regulating cerebral blood flow (CBF) on a precise spatial and temporal domain. There is increased evidence that such mechanisms result from an integrated action of neurons, glia and blood vessels, which form a 'neurovascular unit' acting at the cellular level to regulate local CBF. Disruption of these mechanisms causes brain dysfunction and disease. Therefore, it is imperative to study the mechanisms of neurovascular coupling. The Cerebral Microcirculation Section (CMS) has a long-standing interest in imaging individual neural and blood vessels in sensory cortices under normal and pathological conditions, and the marmoset is our main animal model. To study neurovascular coupling, CMS needs to visualize individual neurons and blood vessels in the living brain. For this, CMS requires an animal model in which a small flap of bone is surgically removed from the skull and replaced by a glass window, so that a microscope can be used to visualize the brain underneath. The NV-2000A nVista in vivo brain imaging system facilitates cellular and vascular functional imaging in the behaving marmoset. Project requirements: The contractor shall provide the NINDS with the following: Quantity Product Code Description 1 ATWR-1 ACCELERATE Training Workshop Registration: ACCELERATE Training Workshop Registration - 1 Lab Member. Seat is valid for 1 year only. Training shall be held at the contractors training facility in Palo Alto, CA. Training shall be conducted by Ph.D. level scientists. 1 IC-1000 Inscopix Care: Contractor shall provide a price for each system for one year warranty coverage which shall include: - Free repairs and/or replacements for ANY hardware damage, whether caused by user, animal, or unknown - Complimentary overnight shipping to and from Inscopix - In-depth technical and application science support, including  continued access to all nVista HD Support Program and Inscopix  Community resources (an on-line forum where the user community can post questions and obtain technical and scientific input) 1 NV-2000A nVista Starter Package: 1) One nVista in vivo brain imaging system comprised of: - Miniature microscope - Data acquisition hardware module - Data acquisition software - Accessory Kit 2) Mosaic Data Analysis Software Suite - One (1) License 3) 1:1 Scientific and technical support via email/phone/Skype 4) Online knowledge base, including user manuals, training videos, protocols, application notes. 1 100-000757 ProView TM Implant Kit: ProView TM Lens Probe 1.0mm diameter, ~4.3mm Length Prism Probe 7 100-000592 ProView TM Lens Probe 1.0mm diameter, ~4.3mm Length Prism Probe Other important considerations: • Off-site training must take place within one (1) year of equipment delivery. Training shall be for one (1) individual over a two (2) day period for duration of at least eight (8) hours per day. Training shall take place between the hours of 8:00am and 5:00pm, off site-training facility local prevailing time, Monday through Friday. • Training shall be conducted by at least three (3) qualified Ph.D. Level scientists. The training shall consist of live animal and experimental demonstrations of the NV 2000A nVista brain imaging system. Contractor shall provide all training materials (e.g. presentations, study guide, user guide, etc.) • Contractor shall provide unlimited access to on-line training materials (videos, guides, user manual, etc.) technical and scientific support services from Ph.D. level scientists via e-mail, telephone or video conference (e.g. Skype). • The contractor shall certify that its products/services are free from defects in material and workmanship and will substantially conform to applicable published specifications for a period of 1 year from the date of delivery to the Government.. The contractor shall exclusive remedy for Products/Services that fail to conform to this warranty and repair or replace such nonconforming Products/Services. With mutual agreement between the Government and the Contractor, non-conforming equipment shall be returned in accordance with the Contractor's Return Materials Authorization (RMA) policies. The Government understands that products/services or parts that have been subject to abuse, misuse, accident, alteration, neglect, unauthorized repair or installation are not covered by warranty Evaluation Criteria: The Government will award a purchase order resulting from the solicitation on the basis of lowest price technically acceptable. Technically acceptability shall be based on the following: 1. Contractor must meet or exceed each of the project requirements detailed in this solicitation 2. Contractor shall be evaluated on the ability to provide comprehensive training over a two day period. Contractor shall submit, with its proposal, a detailed training plan and schedule. Contractor shall certify that training is provided by qualified Ph.D. level scientists. 3. Contractor must confirm the ability to meet or exceed the period of performance/delivery and installation requirements 4. Contractor must provide a 1 year warranty from date of delivery to the Government. II. Delivery: Delivery of the system shall be delivered 60 business days after receipt of order. Delivery must be FOB and delivered during normal working hours (from 8:00 AM to 5:00 PM local prevailing time, Monday through Friday) III. Installation: Installation will require that equipment is set up and all components work with existing equipment. IV. Payment: Payment shall be made after delivery, installation, and successful operation of equipment. Payment authorization requires submission and approval of invoice to the NINDS COR and NIH Commercial Accounts. BASIS FOR AWARD: Offerors must provide descriptive literature or other materials that demonstrate their offer meets the forgoing requirements. The contract will be awarded to the responsible offeror with the lowest price offer that fully meets the requirements of the solicitation. QUOTATIONS ARE DUE: September 2, 2016 at 11:00 AM, EST. PROVISIONS AND CLAUSES: The following provisions and clauses will be incorporated by reference: 52.211-6 Brand Name or Equal (a) If an item in this solicitation is identified as quote mark brand name or equal, quote mark the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that quote mark equal quote mark products must meet are specified in the solicitation. (b) To be considered for award, offers of quote mark equal quote mark products; including quote mark equal quote mark products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate quote mark equal quote mark products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an quote mark equal quote mark product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) 52.212-1 Instruction to Offerors Commercial Items 52.212-2 Evaluation Commercial Items: The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA). The award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for the requirements/technical specifications stated above. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the proposal/quote. The Government reserves the right to make an award without discussions. 52.212-3 Offerors Representations and Certifications Commercial Items (November 2013) WITH DUNS NUMBER ADDENDUM (52.204-6 (July 2013): 52.212-4 Contract Terms and Conditions Commercial Items, applies to this acquisition. 52.212-5 Contract terms and Conditions Required to Implement Statutes or Executive Orders---Commercial Items (January 2014).
