- Maintenance and Material for Illumina NextSeq 5000 Sequencing System The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Lymphoid Malignancies Branch (LYMB) intends to procure on a sole-source basis with Illumina, Inc. located at 5200 Illumina Way San Diego, CA 92122. The purpose of this acquisition is to provide preventive maintenance for government-owned Illumina NextSeq equipment. Authority for this sole-source procurement falls under the Federal Acquisition Regulation (FAR) 6.302-1, in accordance with 41 U.S.C. 253(c)(1). This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1)(i); FAR 13.106-1(e); and FAR 13.501(a)(1) using simplified procedures for commercial acquisitions. The anticipated period of performance is September 11, 2016 – September 10, 2017 with four additional one-year option periods. The anticipated award will be a firm fixed price (FFP) type contract. It has been determined that there is no opportunity to acquire green products or services under this procurement. The LYMB has a need for a service contract to provide preventive maintenance and reagent replacements for the Illumina NextSeq 5000 Sequencing System used for transcriptome and targeted resequencing. The use of this instrument is essential in the identification of abnormalities to the regulation of the immune response and the definition of molecular disorders that underlie lymphoid malignancies. All servicing must be done in accordance with the manufacturer’s standard maintenance practices and the Illumina Produce Care NextSeq 500 Comprehensive Plan: SV-450-1003 accomplishes this. Many of the components and mechanisms are proprietary and thus Illuminia, Inc. is the only known source capable of fulfilling the servicing contract on this instrument. Under this plan the contractor is required to provide: 1. Full coverage of parts, labor and travel; 2. Reagent replacement upon instrument failures; 3. Annual preventive maintenance; 4. Remote technical support via telephone or email; 5. 3-business day onsite response by Field Services Representatives (Monday through Friday, excluding federal holidays); 6. Hardware/software updates; 7. Onsite applications support; 8. Discounted advanced applications training. This notice is not a request for competitive quotations; however, if any interested party believes they can meet the stated requirement please respond to this Notice of Intent. This can be done through submission of a capability statement, which will be considered by the agency. Responses must be in writing with the reference number and contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. This should include rationale, pricing, and business size. Responses must be received by the contracting office by 5:00 PM EST on August 26, 2016. All responses shall be emailed to Chris Grubbs, Contract Specialist at chris.grubbs@nih.gov. Telephone and fax responses will not be accepted. This notice is publicly provided as information to the marketplace in accordance with FAR Part 5. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. There is no obligation by the Government to award any contract and no current solicitation exists at this time. NCI will not be responsible for any costs incurred by responding to this notice.
