The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute of Aging (NIA) intends to negotiate and award a purchase order without providing for full and open competition (Including brand-name) to Stemcell Technologies, Inc located at 12698 Gateway Drive S, Tukwila, WA 98168 for an upgraded Fully Automated Cell Separator to the RoboSep-S manufactured by Stemcell Technologies for the National Institute of Aging (NIA). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Simplified Procedures for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. Pursuant to FAR Subpart 13.501 (a) (1) (iii) the justification (excluding brand name) will be made available within 14 days after contract award or in the case of unusual and compelling urgency within 30 days after contract award. Pursuant to FAR Subpart 13.501 (a) (1) (iv) the rationale for the brand name justification is based upon market research that Stemcell Technologies is the only known source that can fully achieve the subject government requirement. Market research was obtained through releasing Small Business Sources Sought notice No. HHS-NIH-NIDA-SSSA-SSBS-2016-568 in FedBizOpps from July 22, 2016 through August 1, 2016. (iii.) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number / Effective Date: FAC 2005-89 / 07-14-2016. (iv.) The associated North American Industry Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing with size standard 500 employees. This requirement is released as full and open with no set aside restrictions. (v.) RoboSep TM -S - The Fully Automated Cell Separator - catalog 21000. RoboSep-S is the next-generation RoboSep instrument for fully automated cell separation. Using EasySep TM technology, RoboSep-S performs all steps necessary to magnetically label and separate virtually any cell type by positive or negative selection. RoboSep-S is designed to minimize sample handling, eliminate cross-contamination, and reduce "hands-on" time. (vi.) Purchase description: The fully automated cell separator currently being used is the RoboSep fully automated cell separator manufactured by and previously purchased from StemCell Technologies. The RoboSep is used for several ongoing projects to isolate different cell populations from mice organs and from human blood samples. It is essential to carry out experiments that can generate comparable data that will maintain continuity and reproducibility between samples that were processed previously and samples that will be processed with next-generation technology in the future as the RoboSep-S.
