Description
U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number F16PS01239. This announcement constitutes the only solicitation. A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) #05-89, effective August 15, 2016. The North American Industrial Classification System (NAICS) number is 711510, Independent Artists, Writers, and Performers and the business size standard is $7.5M. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. The U.S. Fish and Wildlife Service has a requirement to purchase photographs in accordance with the following statement of work: Title: Photographer to work with Native Village of Point Lay and USFWS Alaska Region on walrus haul out public education project Location: Point Lay, Alaska Project background: The USFWS Alaska Region, the Native Village of Point Lay (NVLP) and other supporters are partnering on a public education and outreach campaign to educate the public, visitors, and the media about walrus haul outs near the NVLP. The campaign will convey the longstanding relationship that the NVPL has with the walrus and important role they play in ensuring the animals are undisturbed while on land. It will also help the media, potential visitors, and visitor service industries understand the risk of attempting to approach the walruses and the limited capacity of the village to host visitors. The goal is to decrease the direct requests for information and dissuade people from pursuing a trip to the village during a haul out event. There are multiple components to the campaign, including community workshops; media training and development by local youth; outreach events in urban areas of Alaska; and a new website hosted in partnership with the Eskimo Walrus Commission. Additional background: Sea ice in the Chukchi Sea typically reaches its minimum annual extent in mid-September. Historically some ice always remained over the shallow and productive continental shelf of the Chukchi Sea providing preferred habitat for Pacific walrus. In recent years sea ice has completely melted out of the Chukchi Sea and the ice edge retreated far to the north over the deep Arctic Basin waters. During that time, walruses are forced to come to shore to haulout in various places along the Alaska coast. Many walruses seem to prefer the barrier islands just north of the Native Village of Point Lay (NVPL), Alaska, and this site has been occupied by as many as 40,000 animals. Walruses typically occupy the site for several weeks in the fall (mid-August - mid October). With such large concentrations of females and calves, disturbance events may cause animals to stampede into the water resulting in trampling deaths of calves and younger animals. Walrus mortality on terrestrial haulouts in Alaska has varied from over 120 animals in 2009 to approximately 60 in 2014. The NVPL has taken a stewardship role in monitoring and protecting the haulout from human activities which may cause disturbance and mortality. This project will support these local efforts into the future, document seasonal haulout use and mortality, as well as help mitigate human caused haulout mortality events. Since formation of the Point Lay haulout coincides with the annual ice minima event, it garners worldwide media attention. In past years the USFWS and NVPL has been inundated with media requests for information, to visit the community, and film the walruses at the haulout. Although NVPL understands the media interest they do not believe that media visits to the community and the haulout are compatible with haulout protection and the stewardship role they have developed. In light of that we plan to work with the NVPL to develop a public education and outreach strategy to tell their story, highlight their role as good stewards of the resource, and provide some of the requested media products, so journalists will not have to come to the community. Project Scope and deliverables: In addition to the project components listed above in the ¿project background ¿ the partners need a photographer trusted by NVLP with extensive experience working in Inupiat (Inuit) villages who is trusted by the community and who can work with the community to secure photos needed to educate the broader world and share with media. The photographer is someone who has experience with the human dimension of the Arctic, especially Inuit/Inupiat peoples and has covered Inupiat and north slope/Arctic communities extensively. Specifically there is a need for high quality photographs of the community (to increase understanding of remoteness and lack of capacity), some community members (to increase understanding of way of life), and the walrus haulout itself (photos to be taken in accordance with community and agency protocols so as not to disturb the animals). Major tasks: ¿Working closely with the USFWS Alaska and the NVPL book travel and lodging in NVLP ¿Two full days of photography on the ground in NVLP ¿Subjects to be captured (in priority order): walrus haulout, community, community members ¿Approximately 150 images would be provided to the USFWS Alaska Region. Photos will be delivered through an online gallery of edited full size jpg photos from a digital 35mm camera. An online gallery of the RAW unedited photos will be provided, as well. There is no time limit to use the galleries. ¿Two unedited photos of the walrus haulout will be delivered as quickly as possible (preferably within 24-48 hours) to the USFWS Alaska Region for quick distribution to interested parties ¿All remaining photos will be delivered to USFWS Alaska Region within 30 days Anticipated schedule: TBD in September 2016 (potential to be extended into October depending on haul out conditions) Organization to be supported: U.S. Fish and Wildlife Service, Region 7 Anchorage, AK 99503 Please submit your quote on the attached SF-1449 or company letterhead with all pertinent point of contact information including SAM, Cage Code, DUNS No., and business size/type.
