Description
WILDLIFE SURVEYS, PREDATOR CONTROL AND TRAINING SERVICES, KALOKO-HONOKOHAU NATIONAL HISTORICAL PARK This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number P16PS02434 is issued as a Request for Proposal (RFQ), to perform wildlife surveys of endangered Hawaiian waterbird species and migratory bird species protected under the Endangered Species and Migratory Bird Treaty Acts at `Aimakapa Fishpond; implement a nonnative predator control program at `Aimakapa using Integrated Pest Management practices to control introduced small mammal predators; and provide training to field staff at Kaloko-Honokohau National Historical Park, Kailua-Kona, Hawaii. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-88 dated June 15, 2016. This acquisition is a 100% small business set aside, using NAICS 541690, Other Scientific and Technical Consulting Services, size standard $15.0M. The contractor who is selected for this project will provide all labor, material, supplies and travel necessary to complete this scope of work. Work to be performed at: Kaloko-Honokohau National Historical Park, Kailua-Kona, Hawaii. The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this offer- the selected offeror must submit a completed copy of the listed representations and certifications. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses sited and incorporated by reference: FAR 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34 and the following clauses in paragraph (c) 52.222-41, 52.222-43, 52.222-55. This acquisition will utilize the Lowest Priced Technically Acceptable (LPTA) procedure to make a best value award. A decision on the technical acceptability of each offeror's quotations will be made. For those offerors which are determined to be technically acceptable, award will be made to that Vendor with the lowest overall price. An evaluation rating of Technically Acceptable/Non-Acceptable will be assigned upon completion of the technical quotations evaluation. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
