Description
SF-1449 SECTION C STATEMENT OF WORK GULL LAKE TREE PROCUREMENT AND PLANTING - GULL LAKE RECREATION AREA C-1. GENERAL. C-1.1. Scope of Work. The work to be performed under this contract consists of furnishing all plant, materials, equipment, supplies, labor and transportation and performing all work as required by the Statement of Work of the contract, in strict accordance with the specifications and drawings, all of which are made part hereof. All work materials and services not expressly called for in the specifications or shown on the drawings but which are necessary for completion of the contract requirements shall be performed and furnished by the Contractor at no increase in cost to the Government. C-1.2. Services and Supplies. The Contractor shall procure and plant trees according to the plans and specifications provided by the Government in this section. The contactor will supply and plant 14 evergreen trees (5-Eastern white pine, 5-Red pines, and 4 White spruce trees), according to the attached diagram. Trees shall be a minimum of 10 feet in height above the root ball. All plant material shall conform to American Standard for Nursery Stock. Plants shall be true to species and variety specified and nursery grown in accordance with good horticultural practices under climatic conditions similar to those in the locality of the project for at least 2 years. They shall have been freshly dug (during the most recent favorable harvest season). Plants shall be trained in development and appearance as to be in good form, compactness, and symmetry. They shall be sound, healthy, vigorous, well branched and densely foliated and free of disease and insect eggs, pupae or larvae. They shall have healthy, well-developed root systems and shall be free from physical damage or other conditions that would prevent thriving growth1. Plant viability will be determined by the Contracting Officer before planting. All planting locations will be staked. Planting shall be completed in such a manner as to not damage existing trees, landscape or other environmental features. The Contractor shall survey and mark utility locations to verify all locations of underground utilities before excavation begins. The Contractor shall be responsible for all costs for utility surveys and markings and damage resulting from neglect or failure to comply with this requirement. The estimated survey area would be 400 feet by 50 feet. The contractor shall warranty each tree for plant viability for one year from the date in which they are planted and shall be responsible for all costs associated with tree replacement if needed. The guarantee does not include vandalism, storm damage, animal damage or mechanical damage unrelated to contractor activities. 1Wisconsin Department of Natural Resources, Forestry Division - Developing Planting Specifications 11/2006. C-1.3. Description and Location. Gull Lake Recreation Area is a Corps of Engineers managed park that includes heavily utilized facilities including a dam, campground, boat ramp, picnic areas, hiking trails, and a beach, etc. It is located adjacent to the City of East Gull Lakes approximately eight miles north of Baxter in Cass County, Minnesota. C-1.4. Damage to Government Buildings, Equipment, and Vegetation. The Contractor shall be responsible for notifying the Lead Ranger of any apparent damage to Government buildings, equipment, public property, vegetation and natural features that are related to the work under this contract. Notification shall be in writing and furnished to the Lead Ranger within 24 hours of each discovery of damage. C-1.5. Safety. All work shall be performed in accordance with the Corps of Engineers Safety and Health Manual, EM-385-1-1. http://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1-1.pdf C-2. PERSONNEL. C-2.1. Qualifications. The Contractor shall be responsible for ensuring that all Contractor employees (workers) utilized in performing the work of this contract are qualified for performing the duties to which each is assigned. C-2.2. Superintendent. The Contractor shall act as, or designate and provide a superintendent on site whenever the work specified herein is being performed. The superintendent shall conduct overall management coordination and be the central point of contact with the Government for performance of work under this contract. The superintendent or any individual designated to act for them, shall have full authority to contractually commit the Contractor for prompt action on matters pertaining to administration of this contract. The superintendent shall deal directly with the Lead Ranger for normal day to day administration of the contract provisions. C-3. CONTACT INFORMATION AND SITE VISITS. C-3.1. Contact Information.
