- PRESOLICITATION NOTICE Construction - Brock Reservoir Pipe Repair The U.S. Department of the Interior (DOI), Bureau of Reclamation (Reclamation) intends to issue a solicitation for the removal and installation of a cathodic protection system from inside two 9 foot diameter buried water pipes in the Brock Reservoir. The pipes are approximately 890 feet in length each. The installation of a new cathodic protection system and recoat, must be installed without adversely affecting pipe coating. The exterior steel surface of the pipe is protected by polyurethane coating, approximately 30 mils plus or minus thick. Both pipes are also protected with a cathodic protection system running full length of pipes. Interior steel surfaces of pipes are protected with the original epoxy paint circa 2010. Work is located approximately 25 miles West of Yuma, Arizona in Imperial County, California. Project Description: The contractor shall furnish all labor, equipment, materials, tools, and supervision necessary to complete the work describe above. The principal components of the work to be performed under this requirement include: The project consist of removing the existing cathodic protection system within both pipes, recoat the interior of the pipe at areas where coating is damaged, design an anode bracket weld that won ¿t disband the pipe coating, and install the new approved submerged galvanic anode cathodic protection in the pipes. 1. Design anode bracket weld that shall not disband pipe coating. 2. Provide submerged galvanic anode cathodic protection for pipe. 3. Install approved anode brackets onto pipe. 4. Recoat anode bracket welds. 5. Allowable window of interruption: January 1, 2017 to March 31, 2017. The project period of performance is January 2, 2017 with an anticipated completion date of March 31, 2017. Bid Bond, Payment and Performance Bonds are required. The magnitude of this construction project is estimated to be between $1,000,000.00 and $5,000,000.00. The period of performance is 90 calendar days from Notice to Proceed. This requirement is being solicited on a full and open competition basis. This requirement will be solicited and awarded using the method outlined in FAR Part 15 ¿ Contracting by Negotiation. The resulting contract will be a firm fixed price construction type. The North American Industry Classification System (NAICS) Code assigned to this project is 237110, Water and Sewer Line and Related Structures Construction with a corresponding small business size standard of $36.5M. The solicitation and any amendments to the solicitation will be available only through Federal Business Opportunities (FBO) (www.fedbizopps.gov) website. The extent of the work will be described in the solicitation when it is posted on or about September 9, 2016. Proposals will be due on or about October 10, 2016. All proposals, bid bonds, and other normal documents required for the proposal submittal, including amendments to the proposal, shall be in paper medium. Electronic medium for the proposal documents will not be allowed. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted. In addition, offerors are required to have a current registration in the System for Award Management (SAM) to be eligible for contract award. Offerors may register on SAM at http://www.sam.gov.
