Description
NASA/GSFC has a requirement for a one-year service agreement with the manufacturer of an existing Bruker Daltonics Autoflex Speed MALDI Time-of-Flight Mass Spectrometer. A complete service agreement is required providing for one annual planned maintenance inspection visit during which the main specifications of the instrument are checked and instrument cleaning is done, an unlimited amount of onsite service with a 2 business day response time after a certified Bruker engineer diagnoses the system and recommends a visit, parts needed during an emergency onsite service, free onsite service visits to clean the system if it is recommended by a Bruker certified engineer and free software upgrades for all Bruker written software that does not require hardware or operating system upgrades to run excluding MALDI Biotyper software. An existing Bruker Autoflex Speed MALDI TOF/TOF commercial mass spectrometer is required for sample analyses supporting flight and instrument development work. NASA/GSFC intends to issue a sole-source Request for Proposal (RFP) to Bruker Daltonics Inc. The period of performance for this purchase order will be 12 months from the date of award. Service and maintenance must be done by trained engineers. Bruker Daltonics is the manufacturer of the Autoflex Speed MALDI TOF/TOF Mass Spectrometer. Thus they have unique knowledge and capabilities. Statutory authority for this procurement is 10 U.S.C. 2304(c)(1)--Only One Responsible Source. However, organizations who believe they can provide these services without any detrimental impact to the program schedules supported by this work should fully identify their interest and capabilities within 15 days after publication of this synopsis. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 6, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. Oral communications are not acceptable in response to this notice. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. NASA Clause 1852.215-84, Ombudsman, is applicable.
