- Pre-solicitation Notice: Blackhawk Park Chip Seal Coat West Loop Road Project Blackhawk Park is located at E590 County Road BI, De Soto, Wi 54624 in Vernon County WI. The West Loop Road is located between Highway 35 and the Mississippi River. The project includes the contractor furnishing all plant, labor, supervision, material, equipment, and debris removal for preparing, repairing minor imperfections, and placing a single chip seal coat over the West Loop roadway which is approximately 30,000 square feet of surface. The project magnitude is between $25,000.00 and $100,000.00. The NAICS code for the proposed project is 237310 with a small business (SB) size standard of $36.5 million. This is general construction, per FAR 52.219-14 the contractor shall perform at least 15% of the cost of the contract with its own employees. At this time, we plan the solicitation will be a 100% small business set-aside.
