- The Joint Force Training Center (JFTC), which is located in Bydgoszcz, Poland, intends to issue an Invitation for International Bidding (IFIB) for the provision of media training and realistic media simulation contractor support to Resolute Support training events (and possible following mission) conducted by the Joint Force Training Center. Potential U.S. prime contractors must 1) be approved for participation in NATO International Competitive Bidding (ICB) and 2) be nominated to the bidders list by the U.S. Government. Contractor personnel performing services under the contract must be citizens of a NATO nation, have appropriate professional training and experience in a related field, and meet applicable criteria for a personal security clearance. The contractor is responsible for ensuring that the Defense Security Service forwards to the NATO contracting entity the required NATO security clearance certifications. The reference for the IFIB is IFIB-ACT-JFTC-16-54 and all correspondence regarding the IFIB should include that reference. Partial bidding is not allowed. JFTC will directly e-mail the IFIB to all firms on its bidders list. REQUIREMENT JFTC has been conducting pre-deployment training activities for Resolute Support (RS) mission since 2014. The RS Training Events (TE) are aimed, primarily, at training and preparing Individual Augmentees for operational deployment with HQ RS. The TEs actively integrate the participation of a wide array of external-to-JFTC elements including: members of the Afghan National Security Forces (ANSF), both Theatre-based and recently redeployed Subject Matter Experts (SME), and members of governmental, international and non-governmental organizations (GO/IO/NGO) amongst others. There will be up four (4) TEs annually; a maximum of two of them will require media training and realistic media simulation services. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government nominate potential U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidder list for this procurement, the U.S. firm must be approved for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the IFIB After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 15 September 2016 IFIB release (target): 20 September 2016 Bid closing (target): 04 November 2016 Period of Performance: Base Period: 01 January - 31 December 2017 Option Periods: There will be four (4) option periods of 12 months each.
