Description

The Naval Air Systems Command (NAVAIR), in support of the United States Navy (USN) AV-8B Harrier program, intends to issue a Delivery Order under the Basic Ordering Agreement (BOA) N00019-16-G-0001 with The Boeing Company for the procurement of one (1) Aircraft Validation/Verification Kit and engineering support services, thirty-nine (39) Utility Test Panel kits, installation hardware, and technical data. NAVAIR intends to negotiate the DO on a sole source basis using FAR Part 15 procedures. The Government does not intend to use the provisions of FAR Part 12 for this acquisition. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, by the response date, which will be considered by the agency. Written responses shall be submitted by email to the point of contact listed below. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/.
