- This is a sources sought seeking verified SDVOSB concerns registered to NAICS Code 238220 capable of performing the work specified below. All responses of interest shall provide: 1.) Verification of your firms eligibility as an SDVOSB concern. 2.)Your firms capabilities, no more than 3 pages. All responses are due no later than 08/26/2017 to Gerald.Brusaw@va.gov. Please do not respond with questions, as this is only a sources sought. The work is located within the new energy plant, building 75, on the Department of Veterans Affairs (VA) St. Louis Medical Center's Jefferson Barracks campus at 1 Jefferson Barracks Drive, St Louis, Missouri. The boiler systems within the newly constructed energy plant were accepted for beneficial occupancy in March 2015 and while the construction contractor has been onsite to perform additional work since that time, the VA Medical Center has concerns that the final construction may not have been successfully tested and/or calibrated to VA standards, or that since the last work was performed the systems may have gone out of calibration. VA requires the services of a qualified professional to inspect, test, calibrate, and if necessary, make recommendations for and/or perform repairs to facilitate complete testing and/or alignment of the boiler systems, including burners, controls, safety devices, and instrumentation to ensure they meet VA's requirements. In the event that repair recommendations result from performing inspection, testing, and/or calibration, the successful offeror shall be required to submit price proposal(s) for each recommended repair, so that the Government, at its discretion, may negotiate to add performance of repair(s) to the work covered by this scope. Based on the cause and/or severity of any issues found and/or recommendations of the qualified service professional, VA may choose to compel the original construction contractor to make repairs under the warranty pursuant to the latent defects provisions of the original construction contract, or to negotiate with the successful offeror to have repairs performed as part of this scope. All inspection, testing, calibration, and/or repair work performed under this scope shall be performed by qualified technician(s).
