- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 16-Q-540X and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. The associated North American Industrial Classification System (NAICS) code for this procurement is 324110 with a small business size standard of 1,500.00 employees.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-09-27 15:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be JBLM, WA 98433 The MICC Joint Base Lewis McChord requires the following items, Meet or Exceed, to the following: Base Period of Performance: 12/01/2016 - 11/30/2021 LI 001: PERIOD OF PERFORMANCE: 1 DECEMBER 2016 - 30 NOVEMBER 2021. Propane Delivery (Equipment) Blanket Purchase Agreement. Contractor shall deliver approximately 105,000 gallons of propane to the storage tanks listed in accordance with performance work statement, BPA Terms and Conditions, and Enclosure 1. INCLUDE INITIAL PRICE PER GALLON IN RESPONSE. Please see the following attachments.Additionally, a part of the plan the prime contractor shall include is the propane route within 200 mile radius and response time within 3 hours to the specific location on JBLM. The prime contractor needs to respond in the timely matter for this reason, in order to help emergency conditions though out the year, 1, Job; LI 002: PERIOD OF PERFORMANCE: 1 DECEMBER 2016 - 30 NOVEMBER 2021. Propane Delivery (Heating Fuel) Blanket Purchase Agreement. Contractor shall deliver approximately 105,000 gallons of propane to the storage tanks listed in accordance with performance work statement, BPA Terms and Conditions, and Enclosure 1. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Joint Base Lewis McChord intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Joint Base Lewis McChord is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
