Description
The Joint Force Training Center (JFTC), which is located in Bydgoszcz, Poland, intends to issue an Invitation for International Bidding (IFIB) for the provision of Contractor Support to Training Events conducted by the JFTC. Potential U.S. prime contractors must 1) be approved for participation in NATO International Competitive Bidding (ICB) and 2) be nominated to the bidders list by the U.S. Government. Contractor personnel performing services under the contract must be citizens of a NATO nation, have appropriate professional training and experience in a related field, and meet applicable criteria for a personal security clearance. The contractor is responsible for ensuring that the Defense Security Service forwards to the NATO contracting entity the required NATO security clearance certifications. The reference for the IFIB is IFIB-ACT-JFTC-16-52 and all correspondence regarding the IFIB should include that reference. Partial bidding is allowed JFTC will directly e-mail the IFIB to all firms on its bidders list. REQUIREMENT JFTC conducts pre-deployment training activities, and routine NATO Command Structure / NATO Response Force / NATO Force Structure / Very-high readiness Joint Task Force Training Events, to include Readiness Action Plan related exercises, which have the objective of training, rehearsing and contributing to the overall preparation of individuals and formed headquarters to conduct their assigned tasks. As such, these events ensure that the Training Audience soundly understands and becomes proficient in all of the command and staff processes that will facilitate their respective responsibilities. The requirement for contractors support is crucial to support planning, design and execution of the training events. The aim of the bidding is to award contracts for 9 positions: - Information Management Practitioner (x2) - Information Management Planner (x2) - Constructive Simulations Engineer - Federation Engineer - Situational Forces LAND/HYBRID - Scenario Developer/ Modifier - Friendly - Scenario Developer/ Modifier - Threat BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government nominate potential U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidder list for this procurement, the U.S. firm must be approved for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the IFIB After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 15 September 2016 IFIB release (target): 20 September 2016 Bid closing (target): 04 November 2016 Period of Performance: Base Period: - Information Management Practitioner (#1) - between 01 January and 30 June 2017 - Information Management Practitioner (#2) - between 14 May and 31 December 2017 - Information Management Planner (#1) - between 01 January and 30 June 2017 - Information Management Planner (#2) - between 01 April and 31 December 2017 - Constructive Simulations Engineer - between 01 January and 30 June 2017 - Federation Engineer - between 01 January and 30 June 2017 - Situational Forces LAND/HYBRID - between 01 January and 30 June 2017 - Scenario Developer/ Modifier - Friendly - between 01 February and 30 June 2017 - Scenario Developer/ Modifier - Threat - between 01 February and 30 June 2017 Option Periods: there will be four (4) following option periods of 6 months each.
