All documents relating to this RFP posting will be made available on FBO. Interested parties who have not yet requested an AutoBid account are requested to do so per the instructions previously included in this posting. July 11, 2016 The attached document package is a draft version of the solicitation that is scheduled to be released for Light Duty Vocational Trucks in August 2016. Interested parties are strongly encouraged to review this document and all attachments, and to provide comments and input to GSA. Please note that all dates included in this draft document are included for informational purposes only and are NOT binding deadlines for the submission of proposals. The Schedule of Items attachments referenced in this draft RFP are not available for viewing at this time. Feedback relating to this draft will be accepted until July 25, 2016. **INTERESTED PARTIES SHOULD REQUEST AUTOBID ACCOUNTS PRIOR TO THE ISSUANCE OF THE SOLICITATION IN ACCORDANCE WITH THE INSTRUCTIONS PROVIDED BELOW** The General Services Administration (GSA) is a mandatory source for vehicles under the Federal Property Management Regulation (FPMR) 101-26.501. GSA Automotive purchases an estimated 50,000 new model year, non-tactical vehicles for Federal Executive Agencies and the Department of Defense (DOD) annually. GSA will issue a Request for Proposal (RFP) for Light Duty Vocational Trucks to be built in accordance with Federal Vehicle Standard 307. Prospective offerors must meet the minimum requirements as cited in 2017 Federal Vehicle Standard 307. The Federal Vehicle Standards are available at http://vehiclestd.fas.gsa.gov/. The contract type contemplated is a Fixed Price with Economic Price Adjustment, Indefinite Delivery/Indefinite Quantity (FP-EPA/IDIQ) contract. The anticipated period of performance is one (1) Base Year with one (1) twelve-month option period and four (4) one-month option periods. This acquisition will be Set-Aside for Small Business concerns. This acquisition will be classified under NAICS code 336112 - Light Truck and Utility Vehicle Manufacturing. The Small Business Size Standards can be found at https://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf. Anticipated Evaluation Factors are: Technical Capability, Management Capability, Past Performance, and Price. Prospective Offerors: 1. Prospective offerors are to obtain a user name/password and indicate interested makes/models for GSA's secure online proposal application (AutoBid) prior to issuance of this solicitation. A user name and password is obtained by submitting the attached "Request for AutoBid Account" document, complete with all necessary information, to automotiveedi.partnerships@gsa.gov. AutoBid will NOT open for prospective offerors until the solicitation is issued. Anticipated makes/models are included as part of this presolicitation notice. Please utilize this list when requesting interested makes/models. The models identified are not all-inclusive of those that meet the Federal Vehicle Standards. Equivalent models that meet the minimum requirements may also be offered. The finalized Federal Vehicle Standards will be included with the solicitation issuance. 2. AutoBid account information will be provided within ten (10) business days of your request. Please request user name and password prior to the issuance of the solicitation to avoid delays. 3. Valid and current registration in the System for Award Management (SAM) system is required. Please visit www.sam.gov for more information. 4. The anticipated issue date of the solicitation is the week of August 1, 2016. AutoBid will not open until the solicitation is issued. 5. GSA does not intend to hold a pre-proposal conference after issuance of the solicitation, but may hold one prior to the RFP posting. Specific instructions for submitting questions related to this acquisition will be included with the solicitation package. We encourage interested firms to register on the Interested Vendors List in FedBizOpps under the solicitation number. All announcements or changes to the intended publication date, the solicitation, and any other information concerning this acquisition will be conveyed via the FedBizOpps website. 6. Note on after-market upfits/retrofits: After-market electric or other alternative-fuel conversions of factory vehicles are NOT covered by this acquisition and are considered out of scope.
