Description
PRE-SOLICITATION NOTICE: The Department of Veterans Affairs intends to issue a Request for Quote (RFQ) # VA247-16-Q-1087, Service Disabled and Veteran-Owned Small Businesses (SDVOSB) Total Small Business Set-Aside to procure transcranial magnetic stimulation coils. The applicable NAICS code is 339112 and the size standard is 1000 employees. The FSC/PSC is 6515. The government intends to award a contract resulting from the solicitation to the lowest priced quote that provides the equipment referenced. The government anticipates award of a Firm-Fixed Price contract. Copies of the solicitation will not be available for mailing. All prospective offerors must be registered in the System for Award Management (SAM) prior to award of the contract. Registration may be accomplished at www.sam.gov. Service Disabled and Veteran-Owned Small Businesses (SDVOSB and VOSB) contracting with VA are to be registered and certified in VetBiz if seeking consideration under PL 109-461 (www.vetbiz.gov - Vendor Information Pages - VIP). All contractors are required to be registered in the System for Award Management (www.samgov). Consult your State Procurement Technical Assistance Center (PTAC) for technical assistance with these requirements (http://www.dla.mil/db/procurem.htm). Solicitation # VA247-16-Q-1087 will be electronically issued in commercial item format in accordance with FAR Part 12 on or about August 23, 2016, with a tentative closing date of August 26, 2016. Responses are due no later than 8:00 AM EST, Friday, August 26, 2016, and shall be electronically submitted to: gail.bargaineer2@va.gov DESCRIPTION OF THE REQUIREMENT: These are the mainstay coils for most of the CVNR's transcranial magnetic stimulation projects as they are required to perform intake motor thresholding on participants. As these are 65mm coils, they produce a very focal magnetic field and are well-tolerated by participants. Transcranial magnetic stimulation coils have an expiry period of four to five years depending on usage. Our butterfly and cooled coils have had standard use and are at the expiry period. These are a replacement of current coils as a safety measure for the coils and the stimulator. The coils will be used with current VA equipment (MagVenture MagPro X100; EE78224 and MagVenture MagPro R30; EE78264). The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing the required items below: Item No.Part NumberDescription QtyUnit 19016E0423Coil MCF-B65 Butterfly Coil2EA 29016E0482C-B60 Butterfly Coil with power control2EA SALIENT CHARACTERISTICS: We need to continue using the same coils that we have been the past 5 years in order to keep the integrity and continuity of the data collected for research programs. The Butterfly B65 multifunction coil shall have an extremely focal magnetic stimulation output coil that is required for performing motor thresholding in TMS studies. This coil is the mainstay of the Atlanta VA Medical Center's Neuronavigated TMS lab. The coil produces less than 1cm in radius of a 2 Tesla magnetic field, which is necessary for precision stimulation of targeted regions of the brain. Coils have a four to five year lifespan and require replacement for participant and investigator safety. Our current coils are expiring and this purchase will keep the technology current and safe for our continued research. The C-B60 Butterfly coil shall have a built in power control and be compatible with our current MagPro Stimulators (X100). The weight of the transducer head shall not be more than 700 grams and the cable length shall be at least 1.7 meters. The dimensions for this coil are shall be as follows: "Inner diameter 35mm "Outer diameter 75mm "Winding height 11mm "Number of windings 2 x (2 x 5) "Dimensions of transducer head 165 x 85 x 19 mm The MCF-B65 Butterfly Coil needs shall be compatible with our current MagPro Stimulator (R30), have a trigger button, conduct at least 2000 pulses before warmup, and have an active pulse width of 280us. The weight of the transducer head shall not be more than 1.5kg and the cable length shall be at least 2 meters. The dimensions needed for this coil shall be as follows for this requirement: "Inner diameter 35mm "Outer diameter 75mm "Winding height 12mm "Number of windings 2x (2 x 5) "Dimensions of transducer head 174 x 94 x 53 mm *Contractors providing equal products shall provide descriptive literature describing equal characteristics.
