- This is a notice of intent to proceed with a sole source requirement beneath the simplified acquisition threshold. The contractor is a brand name for TLOxp subscription with law enforcement access to custom, scalable investigative and risk management tools for due diligence, threat assessment, identify verification, fraud prevention and debt recovery. The contractor will be responsible for providing the aforementioned subscription This is a notice of intent to proceed with a sole source requirement beneath the simplified acquisition threshold. The contractor is a brand name for TLOxp subscription with law enforcement access to custom, scalable investigative and risk management tools for due diligence, threat assessment, identify verification, fraud prevention and debt recovery. The contractor will be responsible for providing the aforementioned subscription The Government intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1). Only one source is deemed reasonably available due to copy right. This notice is being provided per FAR 5.101(a)(1), 5.201(b)(1)(i), and 5.207(c)(14). Market research has found no other vendor publishes these guides. Vendors that believe they can meet these requirements in the future may respond to this notice. The response should contain a brief description of the vendor's capability. Please also include the size of your business (large or small) and recent examples of similar work. Any vendor who wishes to submit information for this requirement should email their information to the attention of Ebrima Conteh at ebrima.conteh@cbp.dhs.gov. To receive consideration, submissions must be received no later than 12:00 noon ET, September 01, 2016. Only email submissions will be accepted.
