- CLIN Structure Options Attachment 3 - Addendum 52.212-1 Instructions to Offerors Attachment 5 - Quality Assurance Surveillance Plan Attachment 4 - Addendum 52.212-2 Evaluation Attachment 2 - CDRLs Attachment 2 - CDRLs Attachment 2 - CDRLs Attachment 2 - CDRLs Attachment 2 - CDRLs Attachment 1 - Performance Work Statement (PWS) Draft Request for Proposal Attachment 1 for 52.212-1 Total Evaluation Worksheet THIS ANNOUNCEMENT IS TO ADVISE INDUSTRY OF THE FUTURE PENDING RELEASE OF A FINAL REQUEST FOR PROPOSAL (RFP). The 325 Contracting Squadron at Tyndall Air Force Base, Florida is releasing the Contracted Training Flight Services (CTFS) Draft RFP (DRFP). Interested parties will have until 7 Sep 16, 12:00 PM CST to review and provide questions, comments and feedback to the 325 CONS on the DRFP package. As necessary, revisions and amendments will be made to this package from Draft RFP through Final RFP. The purpose of this announcement is to allow industry the opportunity to review the Government's available data in order to facilitate comments, questions, and concerns regarding the adequacy of the information. All comments are appreciated, but specific feedback is requested concerning the following areas: 1) The Government has posted an Excel spreadsheet with three distinct CLIN Structure Options and would like to know if the pricing would change significantly between the three Options. See below for details on the three different CLIN structure options: a. CLIN Option 1: 2500 Guaranteed Flight Hours with 1500 excess option hours (broken into 6 increments of 250 hours each) b. CLIN Option 2: 3500 Guaranteed Flight Hours with 500 excess option hours (broken into 2 increments of 250 hours) c. CLIN Option 3: 2000 Guaranteed Flight Hours with 2000 excess flight hours that will be priced on an hourly basis, broken up into 4 increments of 500 hours 2) When evaluating the proposed average fuel burn consumption in gal/hr, the Government has allotted a 5% variance that will be assessed on a quarterly basis. Any overage will result in a deduction from the next monthly invoice. Do you consider this 5% variance to be fair and reasonable based on average variations in fuel consumption? 3) In calculating the average cost of a gallon of Jet Fuel, the Government took 11-month pricing data from Defense Logistics Agency (DLA) and did a weighted average. Does industry take issue or exception with how this is computed, and if so, what is your reccomendation for fuel computation? THIS IS NOT A REQUEST FOR PROPOSAL SUBMISSION. The current status is: Pre-Solicitation. Solicitation Number: FA4819-16-R-4001 Response Date: 7 September 2016, 12:00 PM CST NOTICE TO OFFEROR: Funds are not presently available for this effort. The Government does not intend to award a contract on the basis of this Draft RFP or to otherwise pay for information solicited. The Government reserves the right to cancel this solicitation, either before or after the closing date.
