- An RFP will be issued for the continued Operation of the New York City Job Corps Centers, located in two locations: Brooklyn and South Bronx, New York. Job Corps is a national residential and non-residential training and employment program, plus Outreach/Admissions and Career Transition Services that is administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment, which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will provide Center Operations, Outreach/Admissions and Career Transition Services. The contract will have a 2-year base period, April 1, 2017 through March 31, 2019, plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about September 6, 2016. It can be obtained from FedBizOps at https://www.fbo.gov. The average capacity for the center is 455 youth of which 213 are residential (108 males and 105 females) and 242 non-residential (125 males and 117 females). This contract includes the administration of Outreach and Admissions and Career Transitional Services. The Outreach and Admissions contract goals for recruitment anticipate 220 applicants will be enrolled. The Career Transitional Services contract goals anticipate 382 graduates and 223 former enrollees will be serviced. A Pre-proposal Conference and Site Visit are scheduled for September 8, 2016 at 10:00 am (EST-local time) at the Administration Building of South Bronx Job Corps Center located at 1771 Andrew Lane, Bronx, New York 10453 and September 9, 2016 at 10:00am (EST-local time) at the Brooklyn Job Corps Center located at 585 DeKalb Avenue, Brooklyn, New York 11205. The South Bronx Job Corps Center is located in Bronx, New York, County of Bronx, New York and the Brooklyn Job Corps Center is located in the city of Brooklyn, County of Kings, New York. The center's telephone number is (718) 294-7260. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from the Website listed above, before attending the Pre-proposal conference and site visit. All potential attendees are required to register, in advance, with the contracting office responsible for the procurement. Please email a 'Notice of Intent to Attend New York City Job Corps Centers Pre-Procurement Conference' to: Ms. Vera Montague, Contract Specialist, U.S. Department of Labor, Office of Contracts Management at montague.vera@dol.gov. Note all 'Notices of Intent to Attend' should be received by this office no later than August 6, 2016. Attendees are required to stop in at the Visitor Center and go to the reception area to acquire a security pass and gain instructions as to where the conference will be held on Center. Attendees are asked not to engage in any unescorted tours of the Center. A formal tour will be provided as part of the conference. It is recommended that comfortable walking shoes be worn as the tour will likely last 1-2 hours. All questions pertaining to this procurement shall be submitted in writing in advance to Ms. Vera Montague, Contract Specialist. All questions, and the resulting answers, will be made public in an amendment to the solicitation. Lodging and sustenance are the responsibility of attendees. The successful contractor shall provide Outreach and Admissions, Career Transition Services, Academic and Career Technical Training, shall operate counseling & residential living programs, and provide the following support services: health services, processing of student records, a behavior management system, clothing issuances, and mail and legal services. The contractor shall also provide overall center management and administration as follows: Contract and personnel management, staff training, financial management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. Proposals in response to the RFP shall consist of a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than October 27, 2016 at 12:00 Noon (EST-local time) to the address listed in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
