- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This accouncement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. DLA Troop Support Pacific, Procurement Office Hawaii intends to solicit, negotiate, and award a Blanket Purchase Agreement for wireless cellular devices and service. This is a request for quotation (RFQ). This solicitation number is SPE8EQ-16-Q-Q012. This is a 100% small business set aside and the NAICS code is 541519. The clause at 52.212-4, Contract Terms and Conditions-- Commercial Items, and its addendum applies to this acquisition. See SPE8EQ-16-Q-Q012. The Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and its addendum applies to this acquisition. See SPE8EQ-16-Q-Q012. The Defense Priotities and Allocations System (DPAS) and assigned rating is not applicable. The Government intends to award a Firm-Fixed Price contract. Contract Requirements - The successful offeror shall be required to provide DLA personnel with a cellular wireless solution for Apple iPhone, MiFi devices and/or cell phones for local, US and international sites. Carrier communication devices include, but are not limited to, Apple iPhone, MiFi device and mobile phones. The Contractor shall provide, setup, training and data transfer as needed for issued devices. The period of performance for Mobile Wireless service begins September 21, 2016 through September 20, 2017. During the Period of Performance, the Service Provider will furnish DLA monthly billing statements timely to the Contracting Officer Technical Representative so that charges for services can be verified.
