Description
This is a funded requirement, however there are CLINS that are considered unfunded and are subject to FAR 52.232-18, Availability of Funds. Award will be made for the OPTION CLINS should funding become available. Awarding of OPTION CLINS can be made on an all, some or none basis. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is a 100% small business set-aside, NAICS 337211. This announcement constitutes the only written notice. Basis for award will be based on a trade-off approach. In accordance with FAR 52.212-2, the Government will award a contract/purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (in order of importance): 1. Past Performance (Provide at least three (3) past performance references) - 30% Subfactor 1 - On time/on target with past contracts Subfactor 2 - Capacity to accomplish work in required time Subfactor 3 - Volume of DoD work Subfactor 4 - CPARS/PPIRS 2. Technical Excellence - 25% Subfactor 1 - Design Subfactor 2 - Quality Subfactor 3 - Warranty 3. Price - 25% 4. Management Capability - 20% Subfactor 1 - Installation strategy (Project schedule) Subfactor 2 - Existing furniture disposal - who is responsible and how Subfactor 3 - Staging area(s) - who provides it ***Past Performance and Technical Excellence, when combined, are more important than Price and Management Capability.*** (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Visits to the Maintenance Group complex and Joint Forces Headquarters will immediately follow the initial site visit. The 210th Det 1/Fairbanks site visit is scheduled to start Wednesday, August 17 at 1:00PM Alaska Daylight Time at the 210th Detachment 1 building (2287 Flightline Ave, Eielson AFB, AK 99702). RSVP and/or if base access is needed, please notify our office by Noon Alaska Daylight Time on Tuesday, August 09, 2016 at 176msg.msc-missionsupportcontracting@us.af.mil. This will be the one and only opportunity to visit the site locations for the purpose of performing room measurements. NOTE: THE PROSPECTIVE CONTRACTOR WILL HAVE THE RESPONSIBILTY OF CONDUCTING THEIR OWN ROOM MEASUREMENTS and DEVELOPING THEIR OWN DESIGN AND FURNITURE PLAN --THESE SITE VISITS WILL BE THE ONLY OPPORTUNITY TO PERFORM MEASUREMENTS.
