- THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. This procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items and Part 13. No solicitation will be issued. Potential sources who believe they can provide the services listed are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. No telephone calls are being accepted. The United States Department Agriculture (USDA), Agricultural Research Service (ARS)intends to negotiate and award a contract with a base year and three (3) option years, Firm Fixed Price to DLT Solutions, LLC. This is for PITSS.CON Oracle Development Tools - Individual Edition Maintenance. NAICS Code is 541519. Annual period of performance is estimated to be August 27 - August 26. PITSS-IND-M (QTY 1) PITSS.CON Individual Edition Maintenance, per user PITSS-IND-MOD-MD-M (QTY 5) PITSS.CON Individual Edition - Maintenance/Development (MD), per user maintenance PITSS-IND-MOD-AA-M (QTY 5) PITSS.CON Individual Edition - Application Analysis (AA), per user maintenance PITSS-FMB50-M (QTY 16) Per 50 Forms Modules (fmb) to be loaded in PITSS.CON maintenance (NOTE: required in addition to all Standard, Enterprise and Individual Editions) 800 Forms-Modules The Agricultural Research Information System (ARIS) uses Oracle Application Developer software as well as Oracle Database software. With the vast number of forms (800) and reports (over 2000) within all ARIS system, the current and future workloads, and the limited developer resources, a developer analysis tool is needed. This tool builds a repository of all elements within all developer forms, menus and reports, all database table elements, packages and procedures, crossing all databases, and with one click can identify impacted areas when changes are needed, make appropriate changes at one time to reduces risk, effort and development time. The tool works on versions Oracle 11g and 12c forms and report. No other product is on the market that can do this easily and timely. The current staff has been trained on this tool and requires not additional support, this product has been in use since 2012. All initial costs were paid in 2012 and we are currently using maintenance and renewal only. PITSS.CON is the best value for developing and maintaining ARIS System applications in order to reduce risk, testing effort and development time when creating and modifying applications. No other product has been identified that will perform the above tasks easily and timely.
