Description
This is a Request for Information and Sources Sought Notice for Market Research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The United States Property & Fiscal Office (USPFO) for Connecticut is seeking information regarding capability and availability of potential small business sources to provide Back-up Field Level Aviation Maintenance, Sustainment Level Aviation maintenance and limited Depot repair, maintenance of all Connecticut Army National Guard Helicopters, helicopter subsystems and ground support equipment (GSE) to include Preservation/ Corrosion Control for the 1109th Theater Aviation Sustainment Maintenance Group(TASMG), located in GROTON, CT and their related Army Aviation Support Facilities (AASF) across the Northeast United States. Period of Performance is for 1 year beginning January 2017 with a possibility of 4 option years. This requirement is designed to be flexible, responsive, and meets the ever-evolving needs of the government. The need for this requirement is due to the lack of military personnel to support because of deployment of soldiers to various missions and limited density of specialized Military Occupational Specialties (MOS's). In order to keep aircraft functional and mission ready, supplemental manpower is necessary to provide various maintenance and repair functions. The Contractor shall furnish all labor and services required to provide a wide range back-up Field Level Aviation Maintenance, Sustainment Level Aviation maintenance and limited Depot repair, maintenance of all Connecticut Army National Guard Helicopters, helicopter subsystems and ground support equipment (GSE) to include Preservation/ Corrosion Control as well as other supporting tasks. The contractor will provide qualified personnel based on the functions that are required at the CTARNG location. CTARNG will require qualified, Budget analysts, supply technicians, production control clerks, aircraft mech I-III, aerospace structural welders, Computer systems analysts, Environmental specialists to fulfill the requirements of this contract. The USPFO for Connecticut is seeking qualified Small Business (SB) Community Members [Small Business (SB), Small Disadvantaged Business (SDB), Section 8(a), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), HUBZone Small Business, Small Business (SB) led teams, Small Business Partnerships and or Small Business Joint Ventures] that qualify under the North American Industry Classification System (NAICS) Codes: 488190 Aircraft maintenance and repair services (except factory conversion, factory overhaul, factory rebuilding). The Small Business Size Standard is $32,500,000 or 336411 Air Craft Manufacturing, the Small business Size Standard is 1,500 employees. This Request for Information and Sources Sought Notice is part of Market Research. Your responses are sought to identify potential sources that have the knowledge, skill, equipment, experience and past performance necessary to perform the services described in this sources sought. All interested, responsive and responsible contractors are encouraged to participate in this Market Research by submitting a response via e-mail to Frank Tantillo, Contract Specialist at frank.a.tantillo.mil@mail.mil no later than 1:00 PM EST Sept 7, 2016. This notice is provided as information to the market place and is an invitation for an expression of interest and brief demonstration of qualifications to perform and deliver the anticipated requirement. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information.
