Pre-solicitation Notice Project Facilitator Indefinite Delivery Indefinite Quantity (IDIQ) Solicitation Number: VA701-16-R-0132 The Department of Veterans Affairs, Program Contract Activity Central (PCAC) intends to solicit and negotiate with small business concerns for the purposes of entering into a multiple award IDIQ for Project Facilitator Services to support numerous Energy Savings Performance Contracts (ESPCs) and Utility Energy Services Contracts (UESCs) at VA Medical Centers nationwide. The NAICS code for this procurement is 541330, and the Small Business Administration Size Standard is $15.0 million. This notice is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the Agency. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
