- FLEET AND FAMILY READINESS (FFR) TRAINING REQUEST FOR INFORMATION 1.0 DESCRIPTION 1.1 Commander, Navy Installations Command (CNIC) in support of FFR Training N947 is seeking a contractor to provide a five (5)-hour face-to-face training on 03 NOV 2016 for an audience of approximately 100 Certified Ombudsman Trainers (COTs). The intent of the training is to fine tune participant's platform teaching skills and enhance facilitation skills. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Non-Appropriated Fund Instrumentality (NAFI) to contract for any supply or service whatsoever. Further, the NAFI is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the NAFI will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 BACKGROUND COTs are current Navy Ombudsman (i.e., Active Duty or Reserve, Ombudsman Assembly Chairperson, a paid Fleet and Family Support Center (FFSC) staff member, or spouse of a command senior leadership member) and are authorized to instruct Ombudsman Basic Training (OBT/eOBT). COTs demonstrate an in-depth knowledge of all facets of the Ombudsman Program. In 1970, Admiral E.R. Zumwalt, Jr., then Chief of Naval Operations (CNO), created the Navy Family Ombudsman Program to improve communication between commands and the families of Sailors who served in them. In 2006, Admiral Michael G. Mullen, CNO, re-emphasized the importance of the program and signed an updated instruction, highlighting the requirement that all Navy families have access to a Navy Family Ombudsman. Ombudsmen are volunteers, appointed by commanding officers, to serve as an information link between command leadership and Navy families. Ombudsmen are trained to disseminate information both up and down the chain of command, including official Department of the Navy and command information, command climate issues, local quality of life (QOL) improvement opportunities and "good deals" around the community. 2.1 Period of Performance: November 3, 2016 2.2 Limitations: None 2.3 Security Requirements: Not applicable. 3.0 REQUESTED INFORMATION Contractor shall indicate their ability to: • Provide a five (5)-hour face-to-face training to enhance the platform teaching and facilitation skills of approximately 100 Certified Ombudsman Trainers. • Potential contractor shall indicate their ability to provide the following: o State-of-the-art tools to enhance the Certified Ombudsman Trainers (COTs) traditional platform direct instruction vice facilitating self-discovery and applied learning. o Skills, strategies and knowledge that will enable COTs to deliver the new Ombudsman standardized curriculum in a way that dynamically and enthusiastically drives the learning objective to different types of adult learners. • Potential vendors shall indicate their ability to provide specific learning objectives which may include although not limited to the following: o Learners will be able to recognize adult learning principles and techniques and how they impact learner needs in the classroom o Learners will be able to read the audience's energy level to know when to introduce energized ways to engage them and drive learning objectives. o Learners will be able to recognize when and where to draw content links to reinforce application outside the classroom o Learners will be able recognize engaging and non-engaging platform instruction behaviors and come up with a personal plan of action to improve their training delivery 4.0 RESPONSES 4.1 Interested parties are requested to respond to this RFI with a white paper. 4.2 White papers in Microsoft Word for Office 2010 compatible format are due no later than August 31, 2016, 3:00 CST. Responses shall be limited to 10 pages for Section 2 and submitted via e-mail only to Jackie.Primer@navy.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the NAFI, please segregate any proprietary information. Please be advised that all submissions become NAFI property and will not be returned. 4.3 Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum: 4.3.1 Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.3.2 Recommended contracting strategy. 4.3.3 Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 611310, Colleges, Universities, and Professional Schools. The number of pages in Section 1 of the white paper shall not be included in the 10-page limitation, i.e., the 10-page limitation applies only to Section 2 of the white paper. 4.4 Section 2 of the white paper shall answer the issues addressed in Section 3 of this RFI and shall be limited to 10 pages. 5.0 INDUSTRY DISCUSSIONS CNIC representatives do not anticipate meeting with potential offerors before award. However, the NAFI may request clarification to determine potential offerors ability to supply the NAFI's requirements. 6.0 QUESTIONS Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, email address. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the FBO website; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after August 29, 2016 will be answered. 7.0 RESPONSE DATE The response date for this Request for Information is August 31, 2016. No collect call will be accepted. No telephone request or written request for market surveys will be accepted. 8.0 SUMMARY THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide a five (5)-hour face-to-face training on 03 NOV 2016 for an audience of approximately 100 Certified Ombudsman Trainers (COTs). The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
