- U.S. Customs and Border Protection (CBP) intends to negotiate on a sole source basis, under authority of FAR 6.302-1, with Life Technologies Corporation to support CBP's Chicago Laboratory requirement for Genetic Analyzer software and hardware. The U.S. Customs and Border Protection, Chicago Laboratory seeks to upgrade the control and analysis software and hardware for an Applied Biosystems 3500 Genetic Analyzer to allow for use on a modern operating system in order to meet DHS mandated computer security requirements. The Chicago laboratory conducted market research and results of the research showed that only Life Technologies Corporation, could provide the software and hardware as required. The Government intends to solicit and negotiate directly with Life Technologies Corporation. No solicitation package will be issued. This notice of intent is not a request for competitive proposal. If any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their capabilities in writing via email to john.marschall@dhs.gov. Verifications of receipt of responses are the sole responsibility of the interested party. If no responsive statements are received by August 29, 2016 at 2:00 PM EDT, an award will be made to Life Technologies Corporation. The anticipated award date is September 1, 2016.
