- This is a Request for Information (RFI)/Sources Sought notice to conduct market research for information and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Veterans Affairs is not at this time seeking proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. However, in order to satisfy the requirements of 38 U.S.C. 8127, these results will be used as part of VA's determination as to whether or not two or more service-disabled Veteran-owned small businesses, or Veteran-owned small businesses, that are verified in the VetBiz database (https://www.vip.vetbiz.gov/) are capable and interested in competing for this effort. Please ensure your company name, address, main point of contact, socioeconomic status, and capability to comply with any limitation of subcontracting/non-manufacturer rule clauses/provisions are clearly documented. Please ensure any proprietary information submitted as part of your response is appropriately marked as such. Background: The Department of Veterans Affairs (VA), Office of Information and Technology Resource Management (ITRM) is responsible for planning the management of all information technology (IT) resource, direction of financial and IT asset management, and the policies and strategic planning activities for VA Office of Information and Technology (OI&T) acquisitions. IT Budget and Finance is responsible for planning, programming, execution, controlling and accounting for VA's IT resources. In order to support the transformation agenda and strategic planning goals and objectives outlined by the Assistant Secretary for Information and Technology, Office of the Chief Information Officer, the new business processes and corresponding financial services will demand more rigor in conducting fiscal data analytics for efficiencies and development of performance metrics and monitoring methodologies and processes to ensure the outcome for dollars spent is identified, measureable, and accountable. VA OI&T requires support of a contractor with experience in financial and budget data analytics for major Federal programs. This experience shall include Federal Cabinet-level, multi-billion dollar, approximately $300 + billion, and 300,000+ employees, multi-year IT Budget programming, formulation, and execution. ITRM-ITBF must establish fiscal data analytics and performance management measurements/ metrics for accountability, cost effectiveness, and more efficient operations for the VA OI&T organization to seamlessly support key processes in the following core business areas: "Updating budget and financial processes for documentation with improved practices to realize IT economies of scale "Process and Performance Management Capability "Data Management and Fiscal Data Analytics "Support ITRM with Ad Hoc Services "Portfolio Management Services / IT value analysis "Requirements Development Support "Activity Based Budgeting Model Maintenance "Innovation and benefits of new IT business processes and methods Please address the following questions: 1.What experience do you have in currently conducting Fiscal Data Analytics and Establishing Performance Metrics on Federal programs at the level of complexity, size, and scale of the Department of Veterans Affairs? 2.What experience do you have in recommending and/or assisting with the implementation and operations of a Fiscal Data Analytics and Performance Metrics on Federal program offices that enables comprehensive analytics that ensures accurate reporting, appropriate governance, and compliance policies at the level of complexity, size, and scale of the Department of Veterans Affairs? 3.What experience do you have in providing technical and organizational transformation for a Federal Information and Technology (IT) organization that addresses all transformation phases including but not limited to architecture, engineering, implementation, and sustainment to include strategic partner engagement services and managed services at the level of complexity, size, and scale of the Department of Veterans Affairs? 4.What experience do you have in providing end-to-end data analytical discovery and analysis performance of integration of a Federal Information and Technology (IT) organization at the level of complexity, size, and scale of the Department of Veterans Affairs? 5.If you are a contractor with Federal Information and Technology (IT) organizational experience, please provide a list of the types of Federal customers you have successfully supported, with resultant outcomes, in terms of: capacity, users, devices, facilities, geographical scope, and criticality of services at the level of complexity, size, and scale of the Department of Veterans Affairs? 6.If you have the capability to perform 50% or more of this effort, please provide information to demonstrate this capability. Please provide specific detail with respect to the experience (i.e., the number of years, the size of the organization(s) supported, relevant contract numbers and dollar value, names of systems supported, name(s) of organization(s) supported, etc.) for all the questions contained within this RFI. Vendors may also submit additional information not specifically requested above, which would provide value and insight to the Government. Please do not submit general capability statements, marketing materials, or other nonspecific information. *Note: VA may elect to contact individual companies based upon the content of the submission to gather further information. Responses are due via email by Thursday, August 25, 2016 at 12:00PM (Noon) EST to angel.santos2@va.gov and Robert.Kately@va.gov. Please note the total email file size is restricted to 5MB.
