Description
Sole Source Justification This combined synopsis/solicitation is a sole source acquisition notice for commercial items (study) prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. The NAICS code is 332919, size standard 500 employees. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This is a request for proposal to Piping Technology & Products for procurement of the following: 130 EA of Insulated Pipe Support B7400-1.5SSTx1.5 10 EA of Insulated Pipe Support C4200-1.5SSTX1.5 30 EA of Insulated Pipe Support E1400-1.5SSTX1.5. Competition is impractical for the following reasons: 1. The Insulated pipe supports have been procured in the past for the Mobile Launcher Fluid Distribution System andthe physical and performance characteristics are known. It is desired to keep consistency in the design of the fluid distribution system to reduce the total types of supports used throughout. In order to meet current schedule milestones,the LC39BGCS installation design must be parallel with the support acquisition. The Design cannot progress without knowledge of the physical configuration of the supports and allowable loads. The amount of time it takes to wait for bids and for vendors to create/send drawing submittals will negatively impact the delivery dates of the design. 2. The GCSV schedule is dictating the need for the supports to be delivered for installation within 60 working days. 3. The GCS is in the critical path for testing all the Ground Cooling Subsystems at LC39B. If the GCS installation to the PAD is delayed, the Ground System Development and Operation Program(GSDO)will incur in higher costs related to not launching the first mission EM-1 on time. This purchase will support GSDO EM-1 flight. The Government intends to acquire these items using FAR Part 12 and 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 P.M. local time on SEP 2, 2016. Organizations submitting capabilities and qualifications must contain adequate detail and supporting documentation in their submittal. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. The proposal must contain adequate detail and supporting documentation including commercial labor rates to allow the government to determine the reasonableness of the proposed price. The contractor may provide published catalog price lists or other evidence of pricing of studies conducted.
