Description
Presort Mail Services inc. IMpb, Bar Code and USPS Compliance, Off-site Service for OKC VAHCS, Oklahoma City, Commence: 01 Oct 2016, Solicitation no. VA256-16-Q-1301 Oklahoma City VA Health Care System requires contracted daily mail services whereby the successful contractor collects outgoing mail from the VA Location for presorting and marking at the contractor's off-site facility and posting from the contractor's facility. Service requirements include mail presort services and Intelligent Mail Package Barcode (IMpb) markings on mail that complies with USPS presort and barcode marking requirements, and allow the VA to obtain the most cost effective postage rates on mail, while supporting the VA Mission. This Contract will be a non-personal services contract. The Contractor shall furnish all contract oversight, management, personnel, uniforms, equipment, tools, materials, supplies, storage, licenses, insurances, off-site facilities and transportations necessary to provide services in accordance with the Performance Work Statement (PWS). The Contractor, its employees, agents and subcontractors shall not be considered VA employees for any purpose of fulfilling the PWS and shall be considered employees of the Contractor. All contract services will be performed at the following location(s) and during the periods of performance: LOCATION: Mail Collection Address (VA Location): 921 NE 13th Street, Oklahoma City, OK 73104 Services Location (Contractor Location): to be nominated by the successful contractor and updated upon award Period of Performance: October 01st, 2016, to September 30th, 2017. IMPORTANT NOTE: Due to the time constraint for service commencement an award is required immediately to allow the contractor a chance at a successful start on the required commencement date. No extensions will be made to this solicitation. Pre-Qualifying Criteria - Veteran's First Contracting: This is a RESTRICTED SOLICITATION, set aside 100% for SDVOSB, under NAICS 561499 with SBA Size Standard listed as $15M in average annual receipts. Offeror's who do not satisfy the socio-economic set-aside will not be considered for evaluation. Refer also to VAAR clause 852.219-10 VA NOTICE OF TOTAL SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (DEC 2009). IMPORTANT: Offerors shall provide proof of their current, active registration with CVE and their current business size, stated in average annual receipts, per 13 CFR 121.104. The CVE VIP database and the vendor's ORCA in SAM.gov are used to verify a vendor's status in relation to the set-aside conditions in block 10 of SF1449 of this solicitation. Unverified vendors will be considered non-responsive to the requirements of the solicitation and will not be evaluated. Definitions: "Vendor Information Pages (VIP) database- means the Department of Veterans Affairs Office of Small and Disadvantaged Business Utilization (OSDBU) Vendor Information Pages (VIP) database at https://www.vip.vetbiz.gov "VA Center for Verification and Evaluation (CVE) - the VIP site's database lists businesses that the CVE has determined eligible for the Veterans First Contracting Program. BACKGROUND: Mail presort services and USPS IMpb marking, in general, at Oklahoma City VA Health Care System, has been performed by contractors. Details of the former contract, VA25614P2440, can be viewed on www.fpds.gov (Federal Procurement Data System) and USAspending.gov. Intelligent Mail Package Barcode (IMpb) is a standard required by USPS andincludes routing information in the barcode which allows the Postal Service to use automated equipment to sort and track packages as they travel through our network to the post offices that will make final delivery at the respective destinations. IMpb is required to obtain Commercial Base and Commercial Plus pricing rates. "Mail", for the purpose of this contract, consists of letters ("letter"), First Class flats ("flats"), and parcels. Historical daily* quantities have been as follows, with collections occurring 5 days per week*: "Letters: maximum 3,900 (including flats) "Parcels: maximum 200 Historical daily* collections have averaged approximately: "two flat letter cartons, "six large letter cartons, and "two rolling tubs (*annually, excluding Federal Holidays per OPM) Historical Special Mailings: these occur at various times in the year which could increase the quantities resulting in the need for additional service coverage for collections which may impact transportation, labor and storage, to name a few. For example, special mailings have historically occurred in October and September each year with increased quantities ranging between 5,000 to 10,000 letters in September and 50,000 to 55,000 in October, just for special letters. PRESOLICITAION SUMMARY: This is a solicitation - issued as a REQUEST FOR QUOTE (RFQ) - for commercial services, to include commercial items, prepared in accordance with the format in FAR Part 13 as supplemented with additional information included in this notice. This solicitation reference number is listed on page one (1) of this solicitation. This is NOT a request for proposal (RFP) and the government does not intend on holding negotiations. For the purpose of this solicitation "offer" has the same meaning as "quote". Written quotes are required (oral offers will not be accepted). Submission of offers must be in accordance with FAR 52.212-1, Instructions to Offerors - Commercial Items. The Government will award a firm-fixed price contract resulting from this solicitation to one responsible Offeror whose offer conforms to the solicitation with the lowest evaluated price. Refer to Evaluation Factors and Information to Offerors. The socio-economic set-aside selection, the NAICS Code and the size standard are listed on page one (1) of this solicitation. Email Size: Each email is not to exceed 5mb each. 4)Include subject line: "Company Name, solicitation number" 5)Indicate the number of emails submitted as part of the offer 6)To POST or FAX: Notify the Solicitation POC at least 24 hours in advance of the Due Date/Time if a posted or faxed offer submission is preferred. Posted or faxed offer submissions must be marked for: "Company Name, solicitation number" and attention to the Solicitation POC Documented tracking and confirmation of delivery is the responsibility of each Offeror. Late or Non-responsive Offers: It is the responsibility of each Offeror to ensure their offer is delivered Complete, on time and in full, per this solicitation. The VA Contracting Specialist will review the offers received for completeness, and may reject any incomplete offers. What to Submit: A Complete Offer will consist of one (1) original of the following documents. 1)Page 1 of this solicitation completed (this is preferred in lieu of an offer cover letter) and must include: a.date and signature by a representative of the company authorized to submit the offer, b.the offer expiration date, c.Offeror's confirmation of availability to start service (pending contract award), d.Offeror's DUNS number or ORCA application status, and e.Offeror's CVE status 2)Vendor's acknowledgement of any solicitation amendments using Section B of the solicitation, 3)Unit prices and extended prices for each line Item included in the Price/Cost Schedule of this solicitation, 4)All items requiring completion and declaration from Sections D and C of the solicitation. Queries and Questions must be addressed in writing to the Solicitation POC. Telephone requests for the solicitation will not be accepted or honored. Telephone questions and answers regarding this solicitation will not be considered valid. Technical questions will only be answered when addressed in writing and only when submitted to the Solicitation POC. Technical questions are due two (2) business days prior to the Closing Date and Time indicated on page 1 of the solicitation.
