DESCRIPTION: This requirement is being procured in accordance with the Brooks A/E Act as implemented in FAR Subpart 36.6. The top rated firm will be selected for negotiation based on demonstrated competence and qualifications for the required work for the St. Cloud, Minnesota VA Health Care System, 4801 Veterans Drive, St. Cloud, MN 56303. The statement of work for project 656-15-833 (SOW) is attached to this notice. NAICS is 541310 Architectural Services. Size Standard is $7.5 million. This is a 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET ASIDE. SDVOSB firms under the applicable NAICS Code above are encouraged to submit their qualifications. A firm-fixed-price contract will be negotiated. Solicitation VA263-16-R-0866 is assigned to this procurement and shall be referenced on all correspondence regarding this announcement. Selection criteria shall be in accordance with Federal Acquisition Regulation (FAR) Part 36.602-1 and VA Acquisition Regulation (VAAR) Part 836.602-1 The A/E selection criteria shall include: a.) Past Performance, b.) Professional Qualifications, c.) Professional Capacity of the Firm to Perform the work, d.) Geographic Location and Facilities of Working Offices, e.) Estimating Effectiveness, f.) Record of Significant Claims, g.) Reputation and Standing of the Firm and its Principal Officials. All responding firms, are required to submit one completed original and one electronic copy of Standard Form 330 Architect-Engineer Qualifications to: Network 23 Contracting Office, Attn: Jan Lang (90C), 708 South 3rd Street, Suite 200E, Minneapolis, MN 55415, by September 7, 2016 no later than 1:00 p.m. (Central Daylight Time). Forms can be downloaded from the GSA Forms Library at: http://www.gsa.gov/portal/forms/type/TOP Interested firms are reminded that in accordance with FAR 4.11 and 4.12, prospective contractors shall complete electronic annual representations and certifications and be registered in the System for Award Management (www.sam.gov) at the time of submission of their qualifications in order to be considered for award. THIS IS NOT A REQUEST FOR PROPOSAL and NO SOLICITATION PACKAGE OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL AT NO COST TO THE GOVERNMENT. EVALUATION FACTORS The selection criteria to be used will be in accordance with FAR 36.602-1 and VAAR 836.602-1. A technical evaluation board will be established to evaluate the qualifications of each firm. The following evaluation criteria, and their respective evaluation weights, will be used to evaluate the qualifications of the firms: a.Past Performance - total weight = 50 points a.Overall Government and Private Industry - Provide general past project history. Provide references. Indicate proposal team members who were involved on these projects. Assignable point weight (20) b.Department of Veterans Affairs -Knowledge of V.A. design standards, technical manuals and specifications. Provide past projects completed with the VA. Provide references. Indicate proposal team members who were involved on these projects. Assignable point weight (15) c. Healthcare Related- Specialized experience with healthcare related designs in a hospital setting. Provide past projects completed in healthcare settings. Provide references. Indicate proposal team members who were involved on these projects. Assignable point weight (15) d.Contractor Performance Assessment Reporting System reports will be pulled for consideration in past performance evaluation. b. Professional Qualifications, experience, and technical competence of the firm (including a joint venture or association). Provide resumes of key team members. Assignable point weight (10) points) c.Professional Capacity of the Firm to Perform Work (including any specialized services) within the time limitations. Unusually large existing workload that may limit A/E's capacity to perform project work expeditiously. Assignable point (10) d.Geographic Location and Facilities of the Working office(s) which would provide the professional services and familiarity with the area in which the project is located. (10) Points e.Estimating Effectiveness. A good comparison of estimate to final bid on at least 10 recent projects. Provide resumes and past performance information for key estimating team members. Assignable point weight (10) f.Record of Significant Claims against the firm because of improper or incomplete architectural and engineering services. Assignable point weight (10) g.Reputation and Standing of the Firm and its Principal Officials with respect to professional performance, general management, and cooperativeness. Assignable point weight (5) Each firm will be scored against each evaluation criterion. Each firm will be given a raw score, based on each evaluator's determination on the response, substance and relevancy of how each firm addresses each evaluation criterion. The raw scores to be applied are as follows: 0.0 to 0.1: 0.2 to 0.3: 0.4 to 0.6: 0.7 to 0.8: 0.9 to1.0 Poor | Marginal | Acceptable | Very Good | Excellent As selection of A/E firms is based on the qualifications of the firm, Price will not be a part of the evaluation process. DESCRIPTION OF EVALUATION PROCESS AND AWARD The raw score for each evaluation criterion described in the above paragraph will be multiplied by the number of points assigned to each evaluation criterion, resulting in a weighted score for each criterion. After the initial evaluations of the qualifications packages, the Board will determine a maximum of 4 firms deemed most qualified to be interviewed by the Board. The purpose of the interview will be to further discuss each firm's qualifications in the context of the evaluation criteria by providing the Board the opportunity to engage in dialogue with each firm regarding their qualifications and capabilities. Upon completion of the interviews, the Board will evaluate each of the 4 firms again, using the criteria listed above. The evaluations will result in a selection by the Board of one firm deemed to be most highly qualified for the establishment of contracts. Payment for A/E Services shall be in accordance with the established Price Schedule and other terms of the contract. A.1 List of Attachments
