Description
Recovery Community Organization Medication Assisted Recovery Intent to Sole Source Recovery Community Organization Medication Assisted Recovery Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse treatment (CSAT), Office of Director, Office of Consumer Affairs (OCA) intends to sole source to: National Alliance of Methadone Advocates (NAMA) 804 East 138th Street Bronx, NY NAMA, The National Alliance for Medication Assisted Recovery (NAMA) is uniquely qualified to fulfill the tasks of this purchase order. NAMA/MARS is the sole organization which serves as the technical and subject matter expert in the design and provision of medication-assisted recovery peer recovery support service (MAR-PRSS) programs. The work outlined in this purchase order requires a specific and distinct understanding of and best practices in aligning MAR-PRSS programs with OTPs. Through NAMA/MARS's intimate work with this group of providers, it has developed the familiarity in relationship-building and knowledge expertise in philosophies, infrastructure, and operational procedures that will ensure successful program adoption. Through NAMA/MARS's position as the originator and replicator of MAR-PRSS programs, it demonstrates its unique ability to perform the duties described in this purchase order. Recovery Support plays a critical role in expanding system capacity and aiding SAMHSA to meet its mission to reduce the impact of substance abuse and mental illness on America's communities. As one of its Strategic Initiatives, Recovery Support focuses on the concept that a comprehensive network of services is greatly needed to ensure that individuals with behavioral health disorders are equipped to reach their quality of life and wellness potential. Federal, state, and local responses to the current opioid epidemic have emphasized strategies to expand and enhance the provision of and access to medication-assisted treatment (MAT). Consequently, MAT is quickly becoming mainstreamed, making a variety of medications available in diverse settings and creating opportunities for not only treatment, but also recovery, that is assisted by medication. Medication reduces or eliminates symptoms of opioid use disorders, but must be reinforced with behavioral therapies and recovery supports to help individuals live full and productive lives. Due to a profound misunderstanding of medication-assisted therapies, individuals using medication have experienced negative attitudes and have often been shunned from recovery mutual aid groups. In recent years, the emergence of recovery supports specific to those taking medication has taken hold. Central players in this effort have been peer providers with lived experience of opioid addiction and medication-assisted recovery (MAR). Organizations comprising members with lived experience are becoming and will continue to materialize as major players in the MAT delivery system. It is part of the role of SAMHSA and its partners to ensure that recovery community organizations (RCOs), including those with a MAR focus, are fully equipped to expand system capacity and to meet the recovery needs of those being served through MAT programs. The purpose of this purchase order is to expand system and service capacity through (1) an initial screening and one-day face-to-face training of selected opioid treatment programs (OTPs) to participate in a MAR peer program pilot; (2) the development of a learning collaborative to follow up on initial training and coordinate MAR peer program development; (3) the design of one-on-one coaching templates with OTP participant teams to problem solve and monitor progress; and (4) the development of a two-day onsite technical assistance visit for each participating OTP. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement.
