Description
This is a Sources Sought notice. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. This Sources Sought is a market research tool being utilized to determine the availability of qualified small business concerns prior to issuing a Request for Proposal. This is not a solicitation for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. All responses shall be provided by an e-mail response to John.Fannon@ihs.gov. No presentations will be allowed or scheduled. In accordance with the Federal Acquisition Regulation 5.2, the Indian Health Service is conducting market research and is issuing a Sources Sought notice for the modernization of existing health center at the Memorial Clinic in WellPoint. This project is located at the David C. Wynecoop Memorial Clinic in Wellpinit, Washington, 99040. The David C. Wynecoop Memorial Clinic (DCWMC) provides health care to Native Americans within the Spokane Indian Reservation located in the State of Washington. The DCWMC primarily serves the ambulatory needs of the Spokane and Kalispel Tribes. The scope of work will include the construction services to modernize the healthcare facility. Types of services to be provided will include but are not limited to: 1) IT Re-cabling, 2) HVAC Replacement, 3) Remodel Record/Reception Area, 4) Temporary Work Stations, 4) Demolition of walls, 5) Installation of new partition(s), 6) Demolition of existing darkroom equipment and casework, 7) Removal and infill with lead-back gypsum drywall of the existing doorway, 8) Installation of a new directory kiosk, 9) Installation of primary departmental signage, 10) Expanded front entry, 11) Demolition of curbing, concrete sidewalk, and asphalt. 12) Installation of new concrete drive, concrete curbing, bollards, and repairs to CMU columns, 13) All contractor and subcontractor staff that is anticipated to be on the project site shall submit to a background investigation and fingerprint screening, 14) Infection Control compliance, 15) Provide Operations and Maintenance Manuals, 16) Phased Construction planning. The estimated price range of resultant construction is between $250,000 and $500,000. The North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, with a Small Business Size Standard of $36.5 million. The written response to this notice should consist of the following items: a. Company Name. b. Company DUNS number. c. Company point of contact, mailing address, telephone and fax numbers, and website address d. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representative. Date submitted. f. Type of Company: All respondents should register on the SAM located at https://www.sam.gov/portal/SAM/#1. g. Is your firm capable of providing Detailed Design Services for a medical facility project of this magnitude? h. If yes, provide organizational experience as a Designer of Record responsible for the design of at least three similar projects within the past ten (10) years, each of which is comparable in nature, type, and complexity to the project. Sample design projects completed within the past five years are considered more relevant than projects completed more than five years ago. Healthcare design projects with federal, state, or local Government, and/or commercial customers will be considered more relevant. Respondents will NOT be notified individually of the results of the sources sought. Important Notice: It should be clearly understood that this Sources Sought notice is not an award or commitment by the Government. The offeror is further advised that funding may not become available. No award will be made with respect to this Sources Sought.
