- Statement of Work FAR Clauses Solicitation AG-F430-S-16-0002 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (A) The solicitation number is AG-F430-S-16-0002 and is issued as a Request for Quotation (RFQ). (B) This acquisition is issued as a 100% set-aside for small business and only qualified offerors may submit quotes. The associated NAICS code 541840 and the small business size standard is $15 Million. (C) List CLINS, item descriptions, quantities and units of measure, (including option(s), if applicable): CLIN 0001, Communications and Social Media Assistant (D) Period of Performance: Approximately 1 Oct 2016 - 30 Sep 2017 (E) Description/Statement of Work (SOW)/Specification: See attached for SOW (F) Date(s) and place(s) of delivery and acceptance. FOB: Washington DC & Puerto Rico (G) FAR Provision 52.212-1, Instructions to Offerors-Commercial, is incorporated by reference and applies to this acquisition. Addendum to FAR Provision 52.212-1 - the following paragraphs are modified or added to the provision: (b) Submission of Offers. - Modified Submit signed and dated offers to the office specified in this solicitation on or before the exact date and time specified in this solicitation. Offers may be submitted on company letterhead stationery. As a minimum, offers must show- (1) The solicitation number; (2) The date and time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the Offeror; (4) Technical (Resume) that states in detail the Offeror's experience, qualifications and evidence of the Offeror's pertinent past performance that can be easily and quickly validated. Dates (months/years) and locations for all field experience must also be detailed; Pursuant to FAR 15.305(a) (2) (iv), in the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. (5) Eligibility to work in the United States: copy of US Citizenship, work permit, photo ID and/or visa; (6) References (3) (7) A Price Quote that states the Offeror's proposed annual Price based on designation listed below. Rates may be negotiated; a. Communications & Social Media - 40 hrs per week (8) "Remit to" address, if different than mailing address; (9) Completed representations and certifications per FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall either complete electronically on sam.gov or send a completed copy with the quotation); (10) Acknowledgment of all Solicitation Amendments, if applicable; (11) Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (c)Period for Acceptance of Offers. - Modified The offeror agrees to hold prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an amendment to the solicitation. System for Award Management. - Modified Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.sam.gov (H) Provision at 52.212-2 -- Evaluation -- Commercial Items. (Oct 2014) The Government will award a Firm-Fixed Price Contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Technical Capability, and Past Performance EVALUATION FACTORS listed in the Statement of Work Award will be based on Lowest Price Technically Acceptable Technical ability to include work experience, education and specialized training as listed under Evaluation Factors/Qualifications on the Statements of Work Price is to be stated in Price Quote Past Performance (referred to in References) Basis for Award: The procurement is being conducted under FAR Part 13. The Government reserves the right to make a selection based upon the initial proposal submissions so the offeror should submit its best terms in the initial proposal. The Government may also determine to make no award. ALL TECHNICAL AND PRICE QUOTES MUST BE SUBMITTED ELECTRONICALLY BEFORE THE CLOSING DEADLINE to: ameliadavila@fs.fed.us NO proposals will be accepted via fax. Proposals are due no later than September 8, 2016 at 11:00 AM (Atlantic Time) The Government intends to select one contractor for this acquisition. However, the Government reserves the right not to award a contract at all, depending on the quality of the proposals and prices submitted and the availability of funds. Rejection of Unreasonable Offers: The Government may reject any quotation that is evaluated to be unreasonable in terms of program commitments, including contract terms and conditions, or unreasonably high or low in cost when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program. (I) Offerors are required to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items (MAY 2014), with their offer. Offerors may complete FAR 52.2123 online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 online and that is it up-to-date and valid. (J) FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items (MAY 2014), is incorporated by reference and applies to this acquisition. Addendum to FAR Clause 52.212-4 - the following paragraphs are modified or added to clause: N/A (K) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2014) is incorporated and applies to this acquisition. The following FAR clauses cited in Clause 52.212-5 are applicable to the acquisition: (L) A statement regarding any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices: N/A. When submitting a quote it is very important that all offerors understand it is their responsibility to ensure they meet all requirements of the RFQ, not just those requirements stated in the specification such as terms and conditions, representations and certifications. The quote should not simply rephrase or restate the Government's requirements, but rather shall provide substantiation as to how the offeror intends to meet the requirements. Offers will ONLY be accepted via mail, in person or e-mail. All other offers will be rejected. Applicable Clauses: FAR 52.252-1 -- Solicitation Provisions Incorporated by Reference (Feb 1998).
