- STATEMENT OF WORK (SOW) Combined Synopsys / Solicitation This is a combined synopsis/solicitation for Phase 2 of the Automated Fingerprint Identification Systems (AFIS) for the purpose of improving the identification and apprehension of criminals, providing a method to identify identity fraud, capturing and processing biometric information (fingerprints) and sharing that information with the appropriate law enforcement/immigration agencies. This requirement (SINLEC16Q0085REVISED) is being posted as “Unrestricted” in order to ensure the maximum amount of participation from large and small businesses. Additionally, due to the quickly approaching end of fiscal year 2016, this requirement is considered to be “Urgent”. The solicitation criteria for this requirement will be Lowest Priced Technically Acceptable (LPTA) based on “Fair Market Value”. The North American Industrial Classification System (NAICS) code for this requirement is 541512—Computer Systems Design Services with Size Standard of 27.5M. Questions for this requirement shall be submitted in writing as soon as possible but not later than 5:00 PM, EST on 25 August 2016 to: Brett Scott (Contract Specialist) by email at ScottB2@state.gov. Questions not received by the specified date will not receive consideration. Final proposals shall be due (by email) not later than 5:00 PM, EST on 2 September 2016 to the aforementioned email address. In order to participate in this RFQ and be eligible for an award, the proposer must (i) have a current CAGE Code (ii) be registered to do business with the Government in the System For Award Management (SAM) and (iii) not be on the Excluded Parties List. https://www.sam.gov
