Solicitation Map of Willamette Valley Falls Lock Past Performance Questionairre THIS IS A COMBINED SYNOPSIS/SOLICITATION CONTRACT INFORMATION: This is a commercial item procurement to provide services for the National Environmental Policy Act (NEPA) Scoping Plan and Community Impact Assessment for Willamette Falls Locks Project in Clackamas County, Oregon for the U.S. Army Corps of Engineers. Procurement will utilize a competitive solicitation using the lowest price technically acceptable procurement method, set-aside for Woman-Owned Small Businesses. The request for proposals (RFP) is issued today, August 24, 2016 and offers are due on or about September 8, 2016 at 2:00PM PST. A firm-fixed-price contract is anticipated to be awarded to the offeror that provides the best value to the Government. Anticipated award date is September 15, 2016. Traffic through the Willamette Valley Falls Locks was curtailed in 2002 and determination as to the disposition of the Locks requires public input. Scope of contract involves providing information about a proposed federal action to the public, making the public's concerns on a particular federal action known to decision makers, providing input from public before a decision is reached and considering the public's view in reaching a decision for the disposition of the locks. The 2012 North American Industrial Classification System (NAICS) code applicable to this effort is 541613, the SIC is 8742 and the FSC is R422. This project is open to all qualified, responsive, and responsible Woman-Owned Small Businesses firms. Solicitation is attached. Any amendments will be added to this posting. It is the Offerors responsibility to monitor the FedBizOpps website for amendments or answers to questions received in response to the solicitation.
