BIDS DUE 23 SEPTEMBER 2016 *** *** 04 AUG - RESPONSE DATE CORRECTED TO READ 12 AUGUST 2016 *** The project(s) consist(s) of furnishing all labor, materials and equipment required for a broad range of maintenance, repair, and minor construction work on various pavements, drainage facilities and associated grounds at Air Force Research Laboratory (AFRL), Information Directorate, Rome, New York and all associated sites (Newport Test Annex 1, Newport Test Annex 2, and Stockbridge Test Annex) as well as the Defense Finance and Accounting Services. This acquisition includes but is not limited to completion of task orders in the following areas of pavement maintenance and repair: • Pavement removal, including loading & hauling • Pavement milling/removal, including loading & hauling • Concrete removal including loading & hauling • Clearing and grubbing, brush, rubbish, etc. • Saw cutting • Borrow, including hauling & spreading • Pavement subbase • Subgrade and Base course for roadways and paved areas • Liquid application to gravel base • Bituminous paving delivered and placed and compacted • Concrete slabs, sidewalks, driveways, with ¾" minus rock or sand base, compacted • Curb, asphaltic, machined formed • Curb, concrete • Curb and gutter, with typical 6" high curb and 6" thick gutter • Pavement markings: painted traffic lines and markings (reflectorized/non- reflectorized and • thermoplastic) • Removal of painted traffic lines • Manholes, including frames and covers • Drain sumps, precast with holes • Catch basins or inlets, including frames and covers • Parking barriers, wheel stops, including dowels • Coating and sealers • Excavation, common earth, including load & haul • Site work • Rock base, including placing and compacting • Piping, storm drainage, corrugated metal, galv., reinforced concrete pipe & PVC • Connect pipe to existing manhole, catch basin, or inlet • Traffic signs • Adjustments to grade • Installing expansion joints Work will be performed in accordance with the Technical Specifications for Maintenance and Repair, dated 22 October 2015 (ATTACHMENT 1), as well as any specifications/drawings on an order-by-order basis. This acquisition will be a 100% Small Business Set-Aside IAW FAR 19.5. The applicable NAICS code is 237310 with an associated small business size standard of $36,500,000 average annual revenue. The estimated magnitude of construction is between $1,000,000 and $5,000,000. Bidders must have the capability to provide payment and performance bonding in the amount of its bid. DRAFT versions of the specifications and solicitation sections L and M are attached to this notice. Questions and comments are welcome and must be sent to the Contract Specialist Leslie Christoferson at Leslie.Christoferson@us.af.mil. The Invitation for Bid (IFB) will be posted online at the Federal Business Opportunities website http://www.fbo.gov under the reference number FA8751-16-R-0031 on or about 04 Aug 2016. Bids will be due approximately 30 days later. A site visit will be conducted about 10 days after issuance of the IFB. The date will be finalized when the IFB is posted. The IFB documents will only be available electronically. Potential bidders will be responsible for downloading the IFB documents and for monitoring the website for possible amendments and any additional information. Award will be a firm fixed price (FFP) contract resulting from a competitive Invitation for Bid (IFB). The multiple award decision will be based on lowest price as identified in FAR Part 14 and supplements thereto. At the time the solicitation for the basic IDIQ is posted, the requirements documents for the anticipated first three task orders will also be provided as attachments. Bidders will be required to provide a bid for each of the three task orders. Bids will be accepted on an all or none basis only. Partial bids will not be accepted. Successful bidders will be selected based upon the lowest total evaluated price (TEP). A offeror's TEP will be equal to the sum of their three bids. Each offeror's TEP will be ranked and ordered by amount. It is anticipated that the three lowest TEPs will be selected for the basic IDIQ. After selection of the successful bidders, the Government will decide which order goes to which awardee to satisfy the minimum guarantee in the manner that is most advantageous to the Government. The minimum guarantee will be the amount of the first order awarded. If a bidder is awarded a basic contract, the bidder will be required to submit a bid on a specified minimum percentage of future IFBs under the basic contract. The percentage will be specified in the IFB when the IFB is posted to FBO.gov. With regard to the documentation requirement of FAR 16.504(c), this IDIQ acquisition will use the multiple award approach in accordance with statutory preference unless after receipt of bids it is determined not to be in the best interest of the Government. NOTE: In order to receive a contract award, if issued, the successful bidder must be actively registered in and have their Online Representations and Certifications completed in the System for Acquisition Management (SAM)- www.SAM.gov. Bidders must also be actively registered in Wide Area Workflow (WAWF) - https://wawf.eb.mil. All responsible sources may submit a bid which shall be considered by the agency.
