- Request for Information/Sources Sought - Secure Document Shredding This is a Request for Information/Sources Sought announcement only. It is not solicitation announcement. Requests for a solicitation will not receive a response. The purpose of this sources sought announcement is to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) interested and capable of secure document shredding. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary function area expertise and experienced to compete for this acquisition. Responses to this notice shall include the following: Company name Address Point of contact Phone, fax, and email Number of employees as defined by the Federal Acquisition Regulations (FAR) Part 19.102 ________________________________________ STATEMENT OF WORK Secure Document and Paper Shredding Background Information: The Great Lakes Consolidated Mail Outpatient Pharmacy (CMOP) located at Building 37 West Hines, Illinois 60141 requires an Authorized Service from a NAID Certified Contractor responsible for shredding and properly destroying informational sensitive Classified/HIPPA data paper, ribbon, and Mylar type bags. Contractor must have a security process that involves providing secure onsite movable storage containers (10) 90lb that can be used to store classified material awaiting pickup for destruction. This material amount to 1,000-2,000 lbs a month average. Destruction of materials must take place off-site and documented to meet VA Standards. Scope: The purpose of this contract is to provide shredding (classified/HI-WA type paper and Mylar type mailing bags). Contractor must be required to wet pulp, macerate, chop, and shred or otherwise definitively destroy the information contained in the records to a level that it is not readable or reconstruct able. The destruction of the information must be witnessed either by a Federal employee or if authorized by the organization that created the records by a contractor employee. The witnessing may be completed by the contractor as long as a documented certification of destruction is provided to VA. Key Assumptions: Contractor is responsible for providing sufficient lockable secured containers for temporary storage on-site. We have ten general locations that we desire to keep the containers in and they must be able to be moved manually. Containers need to have opening that would NOT allow someone to reach in and pull out documents or allow someone to read the information once it is put into the container. It is desired that the multiple containers provided are at least 90 gallons as we intend to place the containers in the areas that the product is generated. Keys to containers shall be provided for VA CMOP use. Monthly off site destruction will be provided, unless COR with Contracting Officer's approval determines that another schedule would be more beneficial I economical. Contractor Requirements: "The contractor shall protect, safeguard, control, manage and destroy VA designated confidential documents complying with VA Directive 6371, Destruction of Temporary Paper Records, dated April 8, 2014 (Attachment V and VI), NIST 800-88 Guidelines for Media Sanitization, and FIPS 199 Security Categorization of the System Confidentiality. This is to reduce the impact of harm of unauthorized disclosure of information from the media. Materials collected for destruction and disposal shall be secured until the confidential material is rendered unrecognizable in accordance with NIST 800-88 specifications. Destruction must be according to National Archives and Records Administration (NARA) rules as well as regulations issued by the Archivist of the United States governing the methods of destroying records (44 U.S.C. 3302 § 1228.58). "A Business Associate Agreement (BAA) shall be required for the contractor and each subcontractor having access to sensitive or confidential materials under this contract. "Provide at least (10) 90-gallon VA approved on-site containers will be capable of storing and properly securing documents and materials awaiting destruction. "Have the capability of properly handling, transporting, destroying, and documenting 1000-2000 lbs of classified paper, ribbons, and Mylar type bags with patient sensitive data per month estimated. "Provide monthly off site shredding (unless otherwise directed by COR/ Contracting Officer or Records Manager). "Schedule additional pickup of materials to be shredded outside the normal agreed upon dates when contacted by the COR. "Contractor must supply signed receipt of destruction. "Contractor must supply a Certification that all material has been destroyed according to VA Standards on a Monthly basis. "The original Certificates of Document Destruction shall be provided to the CO'IR or CMOP representative (Records Manager, Privacy Officer) immediately after destruction. This certificate must state that materials have been destroyed according to a level -where the information contained in the record is not readable or reconstructed and has the company address and contact information listed. "Keep the on-site Containers clean and in good working order. "Provide photo Identification of each Contractor that will need security access for entry into CMOP. "Allow COR or CMOP representative (Records Manager, Privacy Officer) to perform rand.om site visit to contractor facility to witness document destruction. Government Responsibilities: "Provide access to the CMOP Facility during normal operations hours. Those hours are Monday thru Friday 6:30am to 3:00pm. "Assign areas for the on-site storage containers. Acceptance Criteria: The shredding contract will be deemed acceptable when these four criteria are satisfied. "Proof of capability to meet our requirements and providing examples of material shredded. "Examples of signed receipt, certificate of destruction and containers to be provided. "Suggested monthly off site schedule dates and times, as well as how much notice is needed for additional pickups. "Pricing options - flat rate fee verses by weight charge. ________________________________________ The Government will in no way be obligated to issue a solicitation or award a contract for the aforementioned work, and is providing this as information only. The Government will in no way be bound to this information if any solicitation is issued. At the present time, this service is being procured by SourceAmerica. Placing this commodity on the Procurement List maintained by AbilityOne may be determined. However, if sufficient responses from SDVOSB or VOSB firms are received, an alternate set-aside may be considered. The North American Classification Systems (NAICS) code for this acquisition is 561990 ($11 Million).
