Description

The National Cemetery Administration is soliciting offers under solicitation number VA786-16-R-0319. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a solicitation is attached. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-89. This combined synopsis/solicitation for commercial items is in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The NAICS Code is 327991, Cut Stone and Stone Product Manufacturing. The Small Business size standard is 500 employees. The Contractor shall provide all labor, material, equipment, tools and supplies to Provide and install one (1) Granite Tablet Pedestal, with polished slanted front, rough nosing, rough ends and top, and a honed back, light gray in color, atop a concrete or granite foundation to the dimensions and specifications contained in the attached drawing. Tablet shall be dimensioned to accept the Gettysburg Address Plaque. Install one (1) government furnished Gettysburg Address Plaque on the Granite Tablet Pedestal. Contractor shall perform site rehabilitation and restoration to its original condition. Multiple offers may be submitted in response to this RFQ, see the FAR Provision 52.212-1(e). The offeror may propose alternative designs to be considered by the Government and may be accepted if more visually appealing. The contractor shall complete all work within 45 calendar days after issuance of Notice to Proceed. Time stated includes final cleanup of the premises. Location: Knoxville National Cemetery 939 Tyson Street Knoxville, TN 37917 Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-disabled Veteran-owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov when proposals are submitted and at time of award. (See Provision 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors will be used to evaluate offers: (1) Price, (2) Technical Qualifications; and Past Performance. Evaluation factors other than cost or price, when combined, are approximately equal to cost or price. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 2:00 P.M. ET on September 7, 2016.
