Attachment 4 - Site Visit Reservation Attachment 3 - Reps and Certs Attachment 2 - Bid Schedule Attachment 1 - PWS This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation FA8751-16-R-0055 is issued as a request for proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20160811. IAW 52.232-18 Availability of Funds (APR 1984) funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. This solicitation is being issued as total small business set-aside under NAICS code 561621 and small business size standard of $20,500,000 average annual receipts. The contractor on a Firm Fixed Price (FFP) basis shall be responsible for providing all personnel, labor, equipment, tools, materials, instruments, meters, gauges, test equipment, transportation, supervision, and other items and services necessary to perform maintenance, inspections, adjustments, calibration, repair or replacement, and new installation necessary to keep operational all installed Electronic Access Control Systems including additions or changes to these systems. Service is to include repair service call labor, which could be the result of lightning strikes, vandalism, accident or normal malfunction on the equipment. Work shall be performed in accordance with the attached Performance Work Statement (PWS) ULDF 17-0407, dated 10 May 2016 (Attachment No. 1) at the Air Force Research Laboratory, Information Directorate, Rome, NY. The anticipated period of performance is 01 October 2016 through 30 September 2017 plus four (4) option years. If all options are exercised, performance would conclude 30 September 2021. Formal communications/inquiries, such as requests for clarification and/or information concerning this solicitation MUST be in writing. Offerors are encouraged to submit their proposals using the attached Bid Schedule (Attachment 2). (g) Contract award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer and waive informalities and minor irregularities in offers received. SAM. Offerors must be registered in the SAM database to receive a contract award. If the Offeror does not become registered in the SAM database within 5 days after receiving notification from the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. EVALUATION 1. The government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the best value to the Government, price and other factors considered. The following factors shall be used to evaluate: PRICE and PAST PERFORMANCE. All evaluation factors when combined are of approximately equal importance. (a) PRICE: The Government will rank offers by "total evaluated price". Offerors' total evaluated price is the sum of prices for the basic requirement and all options. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Price will be examined for reasonableness, realism, and balance. Offerors shall use the Bid Schedule (Attachment 02) to submit their pricing details/breakout for their firm fixed-price proposal. (b) PAST PERFORMANCE: Offerors shall submit past performance information to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). Offerors shall include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The provision at FAR 52.212-2, Evaluation -- Commercial Items (Oct 2014) applies. In addition to the information within Paragraph (a), the following factors shall be used to evaluate offers: (i) price (ii) past performance. All evaluation factors are of approximately equal importance. The Government intends to award to the lowest priced Offeror with no negative past performance. By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Offerors must clearly identify any exception to the solicitation in terms and conditions and provide complete accompanying rationale. In determining acceptable past performance AFRL/RIKO may independently obtain data from other Government and commercial sources in order to consider an Offeror's history of compliance with delivery schedules, order support, and general customer satisfaction. SITE VISIT The provision at 52.237-1 Site Visit (APR 1984) applies to this acquisition. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. An organized site visit has been scheduled for 1:30 PM on Thursday, 8 September 2016. Participants will meet in the Air Force Research Laboratory's Main Lobby Area of Building 3 located at 525 Brooks Road, Rome NY. They will then be escorted to the various areas for a site visit. Offerors wishing to attend must complete the attached Request for Visit Authorization to Rome Research Site, RRS Form 31 (Attachment No. 4).
