- The Mission and Installation Contracting Command - Fort Lee intends to issue a sole source award to Caterpillar Inc. 14009 Old Galena Rd. TC-A, Mossville IL, 61552 for the purchase of Caterpillar Engine Training and Certification. As part of the Automotive Maintenance Warrant Officer Basic Course 915A, students are required to complete a module on "Administer Engine Maintenance". The Government requires that the contractor provide training for Caterpillar engine models C7, C9, C12, C13, Cl5, ACERT which are utilized in military tactical vehicles. Advanced Engine Troubleshooting Diagnostics, Maintenance, Use of Schematics and Wiring Diagrams, including emissions and electronic technician training is required. The contractor will be required to provide training at the contractor facility by incorporating classroom and hands on practical exercises for up to 12 students per instructor due to the required training, equipment and available space needed. Eight iterations of this class will be conducted in calendar years 2016/2017. 80 hours of classroom presentations and hands-on lab exercises will be provided. Classes will be 8am-4pm Monday through Friday for two consecutive weeks. Electronic copies of course materials and information shall be provided, in addition to use of training laptops in conjunction with Caterpillar software and hands-on labs. Contractor shall present a Caterpillar certification at the end of course to students who successfully pass all written and hands on testing. The anticipated period of performance for the subscriptions will be 29 August 2016 - 28 August 2017. This is not a request for competitive quotes and no solicitation is available. The Government intends to acquire a commercial item using FAR Subpart 13.5 and intends to procure from only one source under the authority of FAR 13.501(a)(1), that the circumstances of this contract action deem only a single source is reasonably available to fulfill the stated requirements. Interested vendors may submit their capabilities and qualifications to provide the requirements in writing to peyton.l.rowley.civ@mail.mil no later than 8:00 AM EST, 26 August 2016. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for quote will be issued based upon this Notice of Intent.
