J&A Page 2 J&A Page 1 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89-1 (08/24/2016). The solicitation number for this requirement is 0010870737. This requirement is being competed as a Brand Name Teledyne, 100% small business set-aside. The associated North American Industry Classification System (NAICS) Code 339111 which has a business size standard of 500 employees. The Government contemplates the award of a Firm-Fixed-Price (FFP) purchase order to the Lowest Price Technically Acceptable offer. This procurement is being conducted using the Simplified Acquisition Procedures authorized in FAR Part 13.1. Description of Requirement: The items listed below for Public Health Command. Contractor shall provide the following: (Brand Name ONLY Teledyne) CLIN 0001 one (1) Teledyne NOx T200 CLIN 0002 one (1) Teledyne Ozone T400 ambient air analyzer. One each of the following P/Ns & nomenclature is to be included in the T200 purchase: CLIN 0003One (1) PN: 031500000 Rack Mount ears only, CLIN 0004 one (1) PN: WR0000077 RS232 9 pin in/out cable, CLIN 0005 one (1) PN: 05060000 concentration alarm relays (set of), CLIN 0006 one (1) PN: 067610000 RS232 internal multi drop, CLIN 0007 one (1) PN: 067600100 USB com port, CLIN 0008 one (1) PN: 047150000 - expendables kit for analyzer, its an annual maintenance kit CLIN 00009one (1) PN: 076220000 addition product manual CD. One (1) of the following P/Ns & nomenclature is to be included in the T400 purchase: One CLIN 0010 PN: 031500000 Rack Mount ears only, CLIN 0011 one (1) PN: WR0000077 RS232 9 pin in/out cable, CLIN 0012 one (1) PN: 05060000 concentration alarm relays (set of), CLIN 0013 one (1), PN: 067610000 RS232 internal multi drop, CLIN 0014 one (1) PN: 067600100 USB com port, CLIN 0015 one (1) PN: 006190200 - expendables kit for analyzer, its an annual maintenance kit. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The lowest price technically acceptable (LPTA) process described in FAR 15.101-2 will be used, meaning the award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The technical evaluation will be a determination based on information furnished by the Contractor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. In order to be considered technically acceptable, Contractor responses shall provide: a. Information in enough detail to show that the Contractor is able to meet the requirements of the Specifications b. Point of contact name and contact information, company CAGE code and DUNS number Partial quotes will not be evaluated by the Government. The Government may reject any proposal that is evaluated to be unrealistic in terms of program requirements, contract terms or conditions, or an unrealistic high or low price when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program. SUBMISSION PROCEDURES: All questions regarding this solicitation must be submitted to the Contracting Officer via email no later than 10:00 a.m. Eastern Time, 29 August 2016, to tyce.l.rucks.civ@mail.mil. Responses to this solicitation must be signed, dated, and received no later than 10:00 a.m. Eastern Time, 31 August 2016.
