Description
The Naval Air Systems Command (NAVAIR) intends to award a contract to The Boeing Company (Boeing), Seattle, WA, on an other than full and open basis procuring the supplies and services to: (1) support P-8A test aircraft test operations; (2) maintain and support operation of the Patuxent River Naval Air Station Software Integration Lab (PAXSIL); and (3) maintain and support operation of test equipment and test asset support equipment. Pursuant to DFARS 206.302-1(d) and PGI 206.302, a Sources Sought Notice was posted for this requirement on 4 March 2016. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." On 14 June 2004, Boeing was awarded the P-8A System Development and Demonstration Contract N00019-04-C-3146 under a best value limited competition. The P-8A weapons system consists of a basic 737-800 ERX air vehicle modified to meet Navy requirements, to include systems and subsystems for avionics, communications, mission, and weapon capabilities. Boeing is the original designer, developer, and manufacturer of the P-8A and its sole integrator. Each test aircraft is outfitted with test instrumentation. Aside from the configuration and non-commercial and commercial technical data associated with each aircraft excluding the instrumentation, the Government does not possess any technical data associated with the test instrumentation. Boeing is the sole designer, developer, and builder of the PAXSIL. The PAXSIL consists of hardware and software components required to stimulate installed P-8A hardware system components and to simulate individual P-8A mission system/subsystem performance. Boeing and NAVAIR entered into a license agreement under which NAVAIR is granted a right to use commercial Boeing 737 computer software modules and technical data in object code form, including all output, in any media, for the sole purpose of P-8A hardware, mission system and subsystem performance simulations, in P-8A configurations only. Although NAVAIR may obtain support from 3rd party contractors to operate the PAXSIL, it cannot grant access to those contractors to maintain the PAXSIL. The 4 March 2016 Sources Sought Notice provided the opportunity for i nterested persons by 18 March 2016 to submit a Capability Statement identifying their interest and capability to respond to the requirement or submit proposals. The Government has completed its review of all written information submitted on or before 18 March 2016 in response to the Sources Sought Notice. The Government will not consider any information submitted by interested parties in response to this Presolicitation Notice. This notice of intent is not a request for competitive proposals.
