Description
R35 Program Background The National Heart, Lung, and Blood Institute (NHLBI) R35 Program, comprised of the Outstanding Investigator Award (OIA) and Emerging Investigator Award (EIA), is designed to promote scientific productivity and innovation by providing long-term support and increased flexibility to experienced and emerging Program Directors /Principal Investigators (PDs/PIs) whose outstanding record of research demonstrate their ability to make major contributions to heart, lung, blood and sleep (HLBS) research. This new program will make its first awards in December 2016 and is intended to support a research program, rather than a research project, by providing the primary source of NHLBI funding to selected investigators for up to seven years, and provide those investigators with increased freedom to conduct research that breaks new ground or extends previous discoveries in new directions. It will also allow PDs/PIs to take greater risks and to pursue research that requires a longer timeframe. Research supported by the NHLBI R35 Program will be within the scope of the NHLBI mission, sleep disorders closely-coupled to HLB outcomes, or basic sleep and circadian regulation. It is anticipated that the NHLBI R35 Program will: •Provide a stable funding environment, thereby improving productivity and facilitating ambitious, creative research; •Increase scientific innovation by enabling flexibility in pursuing new research directions as they arise, since PDs/PIs will not be bound to specific aims proposed in advance of the studies; •Reduce the time researchers spend writing grant applications and managing multiple grant awards, thereby allowing more time to be devoted to conducting research; •Facilitate PDs/PIs commitment to research through increased stability of funding; and •Enable PDs/PIs to devote more time and energy to mentoring junior scientists and providing scientific service. Purpose of the RFI The NHLBI is planning to conduct an evaluation of its R35 Program. The goal is to examine how and to what extent, if any, the program impacted the productivity, innovation, and administrative burden of the NHLBI R35 awardees. Results of the evaluation will inform decisions to improve the R35 Program and/or modifications to R35 Program elements, including size, scope, eligibility criteria, etc. thereafter. The NHLBI plans to establish this evaluation study through a multi-year contract. Accordingly, the NHLBI is requesting/seeking input from the scientific community, national organizations public and private entities, on the means, methods and metrics to be addressed as part of the evaluation study, Information Requested 1.What types of research study designs and statistical analysis approaches would be useful for a program of this type? 2.At what frequency should measurements occur and what factors should be measured at each interval in order to determine the success of the program? 3.What data collection instruments exist to measure relevant factors or variables? If possible, please cite specific instruments and their sources. 4.What national or local organizations should be included or have input into this research evaluation activity? 5.What are ideal comparator groups for R35 awardees that should be considered as part of this evaluation effort? 6.Is there any other information you feel would be helpful in planning this study? Responses Responses in any of the areas are welcome; respondents should not feel compelled to address all items. Please limit your responses to no more than one page per question. Responses are due by September 30th, 2016. This RFI is for information and planning purposes only and should not be construed as a solicitation or as an obligation on the part of the Government. The Government does not intend to award a grant or contract on the basis of the responses to this RFI nor does otherwise pay for the preparation of any information submitted or for the Government's use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. No basis for claims against the Government shall arise as a result of a response to this request for information or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent announcement. Responses will be held in a confidential manner. Any proprietary information should be so marked. All responses must be received by September 30, 2016 at 12:00PM EST and must reference synopsis number NHLBI-CSB-HL-2016-277-JML.
