Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is AG-32SC-S-16-811893 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1000 employees. This requirement is a Small Business set-aside and only qualified offerors may submit bids. The United States Department of Agriculture, Agricultural Research Service, Raleigh, North Carolina requires the following item: LI 001: DESC: Photosynthetic Gas Exchange/Fluorescence System, 1 each The following minimum specifications shall be met: • CO2 and H2O analyzers need to be located in directly in the sensor head, near the leaf • Infrared CO2 analyzers with precision of within 0.1 μmol mol-1 RMS at 2 Hz with 4-second averaging at 400 mol mol-1 • H2O vapor analyzed by infrared gas analyzer, not by capacitance or relative humidity sensor • LCD touch screen that is readable in sunlight • Capable of bulk flow rate of up to 1700 μmol s-1, leaf chamber flow rate of up to 1400 μmol s-1 • Able to control leaf chamber pressure up to 0.2 kPa over ambient • Extremely high degree of light source uniformity over measured leaf area • Remote-controllable configuration and data acquisition • Expandable system-able to support different types of leaf chambers, including a leaf chamber fluorometer that allows simultaneous measurement of fluorescence on the same leaf area with the ability to control CO2, H2O, light, and air flow rate • Induction kinetics supported on leaf chamber fluorometer, modulation frequency range of up to 250 Hz • Fluorometer measures peak wavelength of 625 nm • Fluorometer total actinic light output up to 3000 mol m-2 s-1 • Fluorometer saturating pulse light intensity up to 16,000 μmol m-2 s-1 • Fluorometer far-red light intensity up to 20 μmol m-2 s-1 • Operating temperature range up to 50°C Questions may be submitted until NO LATER THAN 12:00 PM Eastern Standard Time on Wednesday, August 31, 2016. Answers will be submitted in the form of a modification to this solicitation. *Evaluation criteria is lowest price technically acceptable*. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. EFFECTIVE JAN 2005, all offerors are required to use Online Representations and Certifications Application (ORCA) to respond to federal solicitations. You must be active in the Central Contractor Registration (www.ccr.gov) and have a Marketing Partner Identification Number (MPIN), to register in ORCA. Failure to register in ORCA may preclude an award being made to your company. No partial shipments are permitted unless specifically authorized at the time of award.
