- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY VA Section 508 Office Tracking Tool This Request for Information (RFI) is issued solely for information purposes and does not constitute a solicitation or a promise to issue a solicitation in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Veterans Affairs (VA) is not at this time seeking proposals and will not accept unsolicited proposals for the effort described herein. Respondents are advised that the Government will not pay for any information, administrative, or shipping costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested vendor's expense. A.Background Currently, a labor intensive manual procedure is in place with the VA Section 508 Office to process and document all service support requests (i.e. audits, scans, and tools requests) that are submitted to the 508 Office through email and phone inquiries. VA Section 508 Office receives approximately 400 services support requests per month. These service requests are from various sources include requests for audits, scans, and tools. Requests to the Section 508 Office originate from both external and internal sources throughout the entire VA. This requires a manual priority assessment and process/assignment of each request to one of seven internal 508 Office work streams. Each work stream processes the documentation received, assigns the service request, provides status updates to team leads/customer, and follows up with the customer should questions arise after an audit has been completed. As with the request process, the Section 508 certification status and documents are archived manually for future reference. There is no central repository of information for all of the 508 Office work streams. If the service request crosses multiple work streams, then the Director of the 508 Office can override priority processing of the request. Information contained with Section 508 requests provide additional information that supports product Section 508 certification and is used as validation within the OI&T VIP structure. The metrics gathered from the manual processes are reported to VA upper management and used to track trends over time. The current manual process is manpower intensive and leaves room for human error. There is a need for a processing tool that will track and maintain these requests from a central accessible location. B.Purpose of this RFI The Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center is seeking sources that are able to provide a 508 Tracker Tool Solution. This RFI is also seeking whether the solution offered would be a software solution that is a COTS product, modified COTS product, or software development product. C.VA Section 508 Tracking Tool Requirements "Solution shall be Section 508 compliant "The User Interface shall be browser-based "Ability for certain roles to edit certain fields "Ability to define fields for different types of service requests. "Any new request entered manually will be assigned a unique work stream. Multiple work streams may be assigned for a given request throughout the life cycle of the request. "The work streams need to be able to prioritize and process the individual request from start to finish. "Ability for each service request type to have one and only one work stream PM at a time. "Ability to add a Section 508 Support Service Request to a Request Repository "Ability to audit "state" changes of service request. (ie, received, assigned, closed ) "All service requests may have associate documents. These documents must be accessible and associated with the service request. "The process will also maintain Section 508 artifacts and provide dashboard awareness. "Ability to (auto) responds to customer (POC) on any service request status change "Additionally, there must be the ability to send custom/template acknowledgement to customer of initial/final status of request via electronic mail. "Ability to notify Work Stream PM or Action POC of new/updated Support Service Request via electronic email. "The solution will also be able to provide reports to include status of request and trend analysis. "The repository information will have the ability to export data. "Include a training course based on this new process. "If the solution is a COTS product, it must be TRM Approved or available to be approved via TRM "It is anticipated that the VA Section 508 Office will be expanded. The processing tool will need to be able to accommodate approximately four times the current users. D.
