Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items", as supplemented with additional information included on this notice. This announcement constitutes the only solicitation; offers are being requested, and a written solicitation document will not be issued. The Government intends to issue a purchase order in accordance with FAR Part 13 for using Simplified Acquisition Procedures. The solicitation number is VA247-16-Q-1033. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular FAC 2005-70 effective September 30, 2013. The associated North American Industrial Classification System (NAICS) code for this procurement is 335122 and Product Service Code (PSC) N062 with the Small Business Size standard is 500 employees. This combined/synopsis solicitation is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB's) in accordance with VAAR 852.219-10. Only VA verified SDVOSB's in the VIP at the time of contract award will be considered. All non-VIP verified firms will be considered non-responsive and ineligible for award. The acquisition will be made pursuant to the authority in FAR 13 to use simplified procedures for commercial items. The Department of Veterans Affairs, Birmingham VA Medical Center has a requirement for the replacement of existing fluorescent lighting with the state of the art LED lighting. The Contractor shall provide all labor, equipment, tools to assemble, disassemble and install the requested lighting. The lamp replacement work for this specific initial requirement is to be completed in the specifically designated corridors and hallways within the Birmingham VA Medical Center. Existing fluorescent lighting will be replaced with LED Lighting in those aforementioned areas. The LED replacement lighting products required are Brand Name or Equal in accordance with FAR 52.211-6 and VAAR 852.211-73. "2'x4' Solas Ray/UNICOR 54W LED Variable Color Panel Installed (Qty. 1,286) "2'x2' Solas Ray/UNICOR 40W LED Variable Color Panel Installed (Qty. 60) "Wall Switch for Variable Color Temperature LED Panel Lights Installed in 5 Patient Rooms and 5 Exam Rooms (Qty. 15) There are to be two lighting design components of this requirement. One, a Photometric Lighting Design design component, is intended to ensure the facility's compliance with VA photometric lighting standards and will be in accord and compliment with VA lighting photometric standards as prescribed by the VA Office of Construction and Facilities Management. A second design component, Human Centric Lighting Design, is intended to ensure the facility's compliance with the basic lighting related Patient Centered Care requirements in support of the Birmingham VA's core mission that is to provide the Birmingham VA's veteran patient population with world class patient care and state of the art patient care facilities. The following is a description of the lighting related, Patient Centered Care requirements and areas of emphasis that are fundamental to this requirement. The general focus is the emotional, visual and biological well-being of the Atlanta VA patient population. The following are the specific areas to be addressed and measured by the Human Centric Lighting Design as part of this requirement. Emotional Health Patient Mood Management, Patient Perception and Emotion Management, Patient Personal Preferences and Responsiveness, Thematic Centered Lighting Applications, Colored Lighting Applications, Patient Room Aesthetics, Facility Aesthetics and Appearance, Staff Working Conditions, Productivity and Performance; Visual Health: Visual Acuity, Managed Ambiance, Color Temperature Management, Dimming Capabilities, AmbiScene and Creation of Spaces, Egress Management, Tunable White Light Tones Capability Light Level Intensity Management, Functional Areas Lighting Applications, Personal Patient Control, System Wide Control Lighting Management, Directional Lighting Considerations. Biological Health: Patient Health Related Lighting Considerations, Patient Circadian Rhythms, Patient Safety, Patient Hazard Avoidance Period of Performance (POP): One year from the date of Award Contract Type: Firm Fixed Price (FFP) Offers for the items described above are due by 5:00PM EST on August 31, 2016 to Jessica.coleman-smith@va.gov and must include, solicitation number, FOB destination to the BVAMC, proposed delivery schedule, discount/payment terms, warranty duration, and DUNS number. Offerors shall provide the information required by FAR 52.212-1 (APR 2014), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product (s) is other than domestic end product(s) as defined in the clause entitled "Buy American Act - Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-2 (OCT 2014) Evaluation - Commercial Items- The following factors shall be used to evaluate offers: "Technical Capability of the item offered to meet the Government requirement "Past Performance (include 3 references for similar projects to include size, scope, complexity and results) "Price FAR 52.212-4 (DEC 2014), Contract Terms and Conditions-Commercial Items is applicable. Offerors must include completed copies of the provision at 52.212-3 (MAR 2015), Offeror Representations and Certifications - Commercial Items with their offer.
