Description
Justification for Other Than Full and Open Competition THIS IS NOT A REQUEST FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. This is a Special Notice with the intent to award a sole source firm fixed-price contract to ESI Acquisition, Inc. (ESI) a subsidiary of Intermedix Corporation (Intermedix) under the authority of FAR 13.106-1 based on ESI's unique technical qualifications as the only known company authorized to provide WebEOC software and support. The National Transportation Safety Board (NTSB) knows of no other source able to provide compatible software. Notice is provided as information to the marketplace, market research, and is an invitation for any other qualified companies to express their interest in and demonstrate their capability to provide the required software. This requirement is being procured in accordance with FAR subpart 13.5, Simplified Procedures for Certain Commercial Items. Description The National Transportation Safety Board (NTSB) is a Federal agency mandated by Congress to investigate all aviation accidents and selected accidents/incidents in other modes of transportation, and report the results of those investigations. In support of this mission, the NTSB runs a 24 hour 7 day a week Response Operations Center (ROC). The NTSB's ROC is seeking a web-enabled software capable of providing a centralized, secure, and integrated incident management system designed to manage incidents, accidents, and events. The agency requires a more efficient means of disseminating information with and among investigative participants. In addition, the NTSB does not operate a centralized information dashboard for gathering real time data. At present, the information is disseminated via email and telephone, which results in unnecessary redundancy and a higher risk for information loss. The NTSB has a need to acquire a solution that will disseminate accurate and timely information to the intended audiences as soon as the information is generated with auditing capabilities. WebEOC will allow the NTSB's ROC and other investigative offices within the agency to provide a centralized collaborative tool for incident management as well as allow investigative personnel to instantly share critical information during an accident/incident investigation by providing real time data to management, party members, and other affected personnel. WebEOC is the only known "out of the box" software with the capabilities to provide the required functionality of the NTSB with minimal configuration or customization. WebEOC has the unique ability to collaborate and share data with outside entities to include other emergency response agencies such as the Federal Emergency Management Agency (FEMA), the Department of Transportation (DOT), the Department of Defense (DOD), airlines, and has been implemented in 41 of the 50 U.S. states by their Statewide emergency management agencies and/or public health departments. This unique collaboration ability will allow the NTSB to communicate and gather vital information from various entities during investigations in a more effective and efficient manner. The unique real time collaboration tool is essential to the future workflow of the ROC. This will allow the NTSB to effectively collaborate with mission essential entities, and allow greater information sharing with increased accuracy and reduced redundancy and delays. Sources capable of fully satisfying the above requirements are invited to submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information, which must be prepared specifically in response to this notice must include: (1) identification of company or organization; (2) an assertion of existing, full capability to meet proposed requirements; (3) business/contracts/marketing office point(s) of contact; (4) notification of business size and /or special status; and (5) any additional information that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a ten (10) page submission limit plus web links and any specialized software descriptions. The statement of qualifications should include only information that clearly demonstrates the respondent's capabilities, expertise, and experience to provide the requirements described in this notice. General marketing material should not be included. The NTSB prefers that companies do not submit proprietary material. However, the Government recognizes that proprietary data may be a part of your submittal. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, which shall be considered by NTSB. Parties must submit information within seven (7) days of publication of this notice. NTSB will not return capability statements and the supporting documentation submitted in response to this notice. Telephone responses and inquiries will not be accepted.
